DAVAO CITY – The Davao City Council approved on Wednesday morning, Aug. 27, a supplemental budget of nearly P961 million for fiscal year 2025 to sustain government programs and services.

Councilors passed the measure titled “An Ordinance Granting Legislative Authority to the FY 2025 Supplemental Budget No. 1 of the City Government of Davao,” which was sponsored by Councilor Danilo Dayanghirang, chairman of the Committee on Finance, Ways and Means, and Appropriations, during the First Special Session at Sangguniang Panlungsod.
Dayanghirang said the additional funding is necessary to support key initiatives across city offices.
The total appropriation amounts to P960,863,872.27, covering the City Mayor’s Office, City College of Davao, Public Safety and Security Office, Sangguniang Panlungsod, City Administrator’s Office, Human Resource Management Office, City Planning and Development Office, City Housing Office, City Civil Registrar, City Treasurer’s Office, City Assessor’s Office, City Archives, City Health Office, City Social Welfare and Development Office, City Agriculturist’s Office, City Environment and Natural Resources Office, City Engineer’s Office, City Transport and Traffic Management Office, and City Cooperative Development Office.
The City Mayor’s Office received most of the funding at P708.7 million. Of this, P153.2 million was set aside for gratuity pay 2024 for personnel under Job Order and Contract of Service, as mandated by Administrative Order No. 28 and Local Budget Circular No. 2024-8. Another P454.4 million was reallocated to the Peace and Order and Public Safety Program following adjustments in city priorities.
The Mayor’s Office also obtained additional appropriations for several programs and units, including Museo Dabawenyo, the city’s drug rehabilitation center, the Integrated Gender and Development Program, the Office for Culture and the Arts, the City Information Office, and initiatives for sports, tourism, public service enhancement, and educational assistance.
CENRO received the second-largest share at P132.4 million, earmarked to strengthen the Street Orderliness Workers Program and garbage collection operations. Other allocations went to the Sangguniang Panlungsod and the HRMO, among others.
Funding sources for the supplemental budget include a P477.7 million surplus from 2024 operations, P480 million in reversions from the current year’s appropriations, and P483.1 million from previous years, according to Dayanghirang.
