Boxing judge asks Senate to probe Mandaue flood control projects

CEBU CITY – The Senate has been asked to investigate the flood control projects in Mandaue City.
Edward Ligas, a radio broadcaster and an international boxing judge, has sent letters to at least eight senators, including Sen. Rodante Marcoleta, the chairman of the Blue Ribbon Committee.
The letters were also sent to Senators Vicente Sotto III, Risa Hontiveros, Raffy Tulfo, Erwin Tulfo, Francis Pangilinan, Juan Miguel Zubiri, and Panfilo Lacson.
“As a concerned citizen, I am calling on the Senate to investigate the flood control projects at Butuanon River in Mandaue City,” said Ligas.
The flood control projects at Butuanon River have become controversial when some structures collapsed in recent weeks.
Last Aug. 15, a 15-meter portion of riprap at Butuanon River collapsed. The incident displaced several families as floodwaters rose.
A sheet pile flood control project on Butuanon River in Sitio Talong Barangay Paknaan, Mandaue also collapsed on Aug. 25.
In an advisory addressing the Aug. 25 collapse, the Department of Public Works and Highways-Central Visayas (DPWH-7) said heavy rains caused the collapse of the pile sheet.
“Based on the initial assessment, the incident was primarily due to the accumulated water pressure behind the PVC sheet piles, aggravated by the absence of an outlet for water discharge," the DPWH said.
"The constant heavy rains caused excessive water buildup, which led to structural instability and failure,” it added.
Danilo Villa, regional director of DPWH-7, assured that flood control projects at Butuanon River are up to standard.
But due to recent incidents, Ligas called for a full-scale technical audit of all flood control structures implemented under the office of Mandaue Rep. Emmarie Ouano-Dizon on the Butuanon River.
In his letter, Ligas said flood control projects in Barangays Tabok and Maguikay, both in Mandaue, involve public funds worth P200 million and P220 million, respectively.
Ligas said immediate remedial works in collapsed or compromised sections must be conducted to avoid endangering the lives of residents in the area.
“Accountability proceedings against contractors and officials responsible for substandard construction, if negligence or irregularities are established,” Ligas said.
Ligas criticized Ouano for going on a foreign trip with one of the contractors of the flood control projects.
“It is not only unethical but also highly immoral. While the victims are suffering from flooding, here’s one lawmaker easily spending billions,” said Ligas.
Ligas welcomed the move of President Ferdinand R. Marcos Jr. to conduct an investigation on anomalous flood control projects.
“This systemic form of corruption has to stop. Otherwise, this will continue to the next administrations and next generations,” said Ligas.
