Maynilad taps Christopher Lichauco to lead operations as new COO

West Zone concessionaire Maynilad Water Services, Inc. has named Christopher Jaime T. Lichauco as its new Chief Operating Officer (COO), effective Sept. 1, 2025, to succeed the retiring Randolph T. Estrellado.
Lichauco, a veteran with 27 years at Maynilad, will assume his new role after Estrellado retires at the end of August. Estrellado is concluding a nearly 19-year tenure with the company.
The new COO will also concurrently hold positions as President and Director of Amayi Water Solutions, Inc. and President of Boac Water Solutions Co., both of which are Maynilad subsidiaries.
“We are confident that our new leadership will sustain our performance momentum and drive our business toward greater heights,” Ramoncito S. Fernandez, Maynilad president and chief executive officer, said.
Having begun his career at the company as a Project Manager, Lichauco’s long history with Maynilad includes stints as Business Area Operations Head and, since 2013, Head of the Customer Experience and Retail Operations (CXRO) Division.
During his leadership of the CXRO division—the company's largest business unit—Lichauco streamlined processes in customer service, retail operations, and technical site management.
He holds a Master's in International Management from the Thunderbird School of Global Management and a Bachelor of Science in Legal Management from Ateneo de Manila University.
In a related development, Rudy O. Baylas Jr. was appointed the new Head of CXRO, succeeding Lichauco. Baylas joined Maynilad in 2002 as a cadet engineer and progressed through various technical and managerial positions.
Most recently, he served as North Business District Head. A licensed civil engineer, Baylas earned his Bachelor of Science in Civil Engineering from New Era University in 2001.
