Members of the powerful Commission on Appointments (CA), responsible for confirming or rejecting presidential appointees, swore in and elected officers during its first plenary session on Tuesday, Aug. 26, for the 20th Congress.

During Tuesday’s plenary session, August 26, 2025, Senate President Francis "Chiz" Escudero, as CA's concurrent chairperson, administered the oath of the 24 newly elected members of the commission and its officers.
Members from the Senate contingent were Senators Ronald "Bato" Dela Rosa, Joseph Victor "JV" Ejercito, Christopher Lawrence "Bong" Go, Risa Hontiveros, Loren Legarda, Rodante Marcoleta, Imee Marcos, Raffy Tulfo, Joel Villanueva, Mark Villar, and Juan Miguel "Migz" Zubiri.
For the House were Representatives Romeo Acop, Benjamin Agarao, Jr., Antonio "Tonypet" Albano, Jose "Joboy" Aquino II, Arnie Fuentebella, Alfredo Garbin Jr., Ramon Guico, Jr., Roy Loyola, Lani Mercado-Revilla, Eddiebong Plaza, Jurdin Jesus Romualdo, and Allan Ty.
"At the outset, the chair would like to thank the presence of everyone. The inclement weather notwithstanding, and the suspension of work in government by the executive, the Senate has a constitutional duty to constitute the CA within 30 days from the time the House and the Senate are organized,” Escudero said.
Elected as Vice Chairperson was Rep. Guico, while Rep. Romualdo was elected as Majority Floor Leader.
Sen. Villanueva and Rep. Garbin were elected as Assistant Majority Floor Leader.
Sen. Hontiveros was elected as Minority Floor Leader. Rep. Ty and Albano were elected as Assistant Minority Floor Leader.
The CA is mandated by the 1987 Constitution to confirm or reject key appointments by the President - including heads of executive departments, ambassadors, public ministers and consuls, and officers of the armed forces from the rank of colonel or naval captain up.
