League of Cities hails PBBM's directive requiring LGU approval for gov't projects

The League of Cities of the Philippines (LCP) expressed its support for President Marcos' directive to reinstate the practice of involving local government units (LGUs) in the planning and implementation of national government-funded projects in their respective localities.

The group, through LCP National President and San Juan City Mayor Francis Zamora, issued the statement after multiple LGU officials aired their sentiments regarding the lack of cooperation between the LGUs and the Department of Public Works and Highways (DPWH) in its projects, particularly flood control works and initiatives.

"This directive is crucial in minimizing, if not eliminating, the inefficiencies that have long plagued large-scale infrastructure projects, particularly those undertaken by the Department of Public Works and Highways. Its reinstatement is a clear testament to the President’s growing trust in the capacity of LGUs as genuine partners of the national government in nation-building. This policy shift will pave the way for more efficient and effective project implementation, optimal utilization of resources, and ultimately, enhanced public service delivery," the League said.

"We assure our national government agencies that you can count on the cities’ support—as a source of local knowledge, as a facilitator of stakeholder consultations, and as a force multiplier in monitoring government-funded projects. We share your vision of better serving our people. Our unwavering commitment is to pursue responsible government spending that not only creates lasting impact but also strengthens public trust and confidence," it added.

The LCP, composed of 149 city mayors who are mandated to ventilate, articulate, and crystallize issues affecting city governments and urban communities, had earlier lauded the President's call for transparency and accountability on the flood control projects that were recently uncovered to be either "ghost" projects or sub-standardly built by some contractors who had the monopoly of these projects.

The group emphasized the need to strictly monitor and investigate these flood control projects that cost millions, if not billions, and yet fail to deliver their promised results.
