Negros Occidental gov drops P25-M CPSU land deal

Negros Occidental Gov. Eugenio Jose Lacson said that the provincial government is open to purchasing a different property for the Central Philippines State University (CPSU)-Moises Padilla campus in Moises Padilla town, Negros Occidental. 
“If there’s another property we can buy, we’re wlling to pay, meaning to say we have the money to purchase,” Lacson said after the provincial government pulled out from acquiring the land currently occupied by the school.
Lacson, in a formal letter to landowner Francisco Nazareno Jr., explained that the decision to abandon the deal involving a 20,000-square-meter property valued at P25 million in Barangay 7 Poblacion was based on multiple legal and procedural issues, including failure to meet legal and documentary requirements, legal deficiencies in the executed Deed of Sale, and lack of cooperation and adversarial conduct from the landowner.
This is pursuant to the recommendation of the Provincial Legal Office and a comprehensive review of the circumstances surrounding the transaction, Lacson said.
The governor also cited concerns about discrepancies in the owner’s tax and personal records, and the absence of spousal consent—required under the Family Code for the sale of conjugal property—rendering the Deed of Sale void.
Despite efforts by the provincial government to assist in facilitating the transaction, including coordinating with CPSU and the Bureau of Internal Revenue (BIR), Lacson said the owner showed no sincere engagement.
“In view of the foregoing, and taking into consideration your recent verbal manifestation that you no longer wish to pursue the sale, the provincial government finds no legal or practical basis to move forward with the transaction,” Lacson said.
The provincial government has officially terminated all negotiations.
The provincial government ditched negotiations after Mayor Ella Celestina Garcia-Yulo recently sought assistance from the provincial government as the property’s 10-year usufruct agreement with CPSU expired in 2017, and the owner planned to reclaim the land.
Lacson acknowledged that purchasing a new site would come with challenges, particularly in constructing new school facilities, though funds are available.
He said that CPSU should now work directly with the landowner and consult the Department of Education (DepEd) for the next steps.
“I think the CPSU has to deal with the owners and get advice from DepEd on how to deal with this situation,” he said.
