Afternoon classes suspended in Metro Manila cities due to heavy rains, flooding

Several cities in the National Capital Region (NCR) suspended afternoon classes on Friday, Aug. 22, due to heavy rains spawned by Tropical Depression “Isang” and the southwest monsoon or “habagat.”
Manila Mayor Francisco "Isko Moreno" Domagoso ordered the suspension of afternoon classes in the city based on the recommendation of the Manila Disaster Risk Reduction and Management Office (DRRMO) due to inclement weather and flooding in the city.
The mayor ordered the suspension of face-to-face classes in all levels in both public and private schools in the city starting at 12 p.m. and advised all schools to shift to ADM or Alternative Delivery Mode.
Gutter-deep floods greeted motorists and commuters in the city on Friday morning due to the heavy and continuous rains caused by the combined effects of the southwest monsoon (habagat) and the (LPA) that developed into a tropical depression.
The city government reported flooding in the following areas as of 9:25 a.m.:

Muntinlupa
Mayor Ruffy Biazon suspended face-to-face classes in all levels in public and private schools in Muntinlupa based on the weather forecast issued by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
“Batay sa forecast na pinalabas ng PAGASA ngayong 5:05 AM at rainfall forecast ng DDRMO, face-to-face classes are suspended today in Muntinlupa City, August 22, 2025, all levels, public and private. (Based on the forecast released by PAGASA today at 5:05 AM and the rainfall forecast by DDRMO, face-to-face classes are suspended today in Muntinlupa City, August 22, 2025, all levels, public and private),” Biazon announced.
In a thunderstorm advisory issued at 5:05 a.m. on Aug. 22, PAGASA said, “Moderate to heavy rains with lightning and strong winds over portions of Laguna, Metro Manila, Rizal, Cavite which may persist within 2 hours and may affect nearby areas.”
The Muntinlupa City Department of Disaster Resilience and Management also issued a forecast of up to 91 percent chance of rain for Aug. 22 in the city.
Parañaque, Pasay, Las Piñas
The city governments of Parañaque, Pasay, and Las Piñas announced the suspension of classes in all levels in public and private schools on August 22 due to bad weather.
Parañaque City Mayor Edwin Olivarez ordered the suspension of afternoon classes in public and private schools upon the recommendation of the Parañaque City Disaster Risk Reduction and Management Office.
Olivarez also advised school authorities to implement early dismissal of morning classes for the safety of students.
In Pasay City, Mayor Emi Calixto-Rubiano also ordered the suspension of classes in all public and private schools starting at noon.
Rubiano ordered the suspension of classes upon the recommendation of the City Disaster Risk Reduction and Management Office.
She also advised school authorities to shift to modular learning depending on the capabilities of the school to continue their activity.
In Las Piñas, Mayor April Aguilar ordered the suspension of classes due to the heavy rains being experienced in the city.
Navotas, Malabon, Caloocan, Mandaluyong
Navotas Mayor John Rey Tiangco also announced the suspension of classes in all levels, both in public and private schools in Navotas City on Friday due to heavy rains.
Mandaluyong City Mayor Menchie Abalos announced the suspension of face-to-face afternoon classes in all levels, public and private schools in the city on Friday. She advised school administrators to switch to modular and asynchronous learning methods.
Malabon City Mayor Jeannie Sandoval and Caloocan City Mayor Dale "Along" Malapitan suspended afternoon classes in their respective cities due to inclement weather and advised their constituents to stay alert and to take the necessary precautions to ensure their safety.
San Juan City, Marikina City, Valenzuela City
San Juan City Mayor Francis Zamora announced the suspension of afternoon classes in all levels in the city on Friday and urged city residents to monitor all city government announcements to ensure their safety.
Marikina City Mayor Maan Teodoro also announced the suspension of afternoon classes in all levels, both private and public, in the city on Friday.
The Valenzuela City government suspended face-to-face afternoon classes from Kindergarten to Senior High School in private and public schools in the city on Friday. All the affected students were advised to shift to online and modular learning modes. Afternoon in-person classes at the Pamantasan ng Lungsod ng Valenzuela and the Valenzuela City Technological College were also suspended.
Taguig, Pateros 
The local governments of Taguig and Pateros suspended afternoon classes on Aug. 22 due to the southwest monsoon and tropical depression “Isang.”
The Taguig City government suspended afternoon classes in all levels in public and private schools.
“The City of Taguig suspends afternoon classes and school activities in all levels (public and private) today, Friday, August 22, 2025, due to the intensified Southwest Monsoon and the development of Tropical Depression ‘Isang.’ As of 8:00 a.m., ‘Isang’ has already formed from the Low Pressure Area earlier monitored. The weather forecast indicates light to moderate rains with occasional heavy downpours, cloudy to overcast skies, and possible flooding in flood-prone areas,” the city government announced.
The Pateros municipal government also suspended afternoon classes in public and private schools.
“Dahil sa patuloy na pag-ulan dulot ng habagat na pinapalakas ng Tropical Depression #IsangPH, kanselado na po ang lahat ng panghapon na klase (1:00 PM onwards) sa mga pampubliko at pribadong paaralan sa ating bayan ngayong araw, Agosto 22, 2025 (Due to the continuous rains caused by the southwest monsoon strengthened by Tropical Depression #IsangPH, all afternoon classes (1:00 PM onwards) in public and private schools in our town have been canceled today, August 22, 2025),” the municipal government said.
Makati City
In Makati City, Mayor Nancy Binay announced the suspension of afternoon classes from daycare to senior high school level in both private and public schools in the city due to heavy rains caused by the southwest monsoon (habagat) and Tropical Depression Isang.
Class suspensions for universities and colleges are up to the discretion of their respective school administrations.
