The city government of Parañaque is revolutionizing public service with the soft launch on Wednesday, Aug. 20, of the "Parañaque HELP Card," a universal ID promising residents a faster, smarter, and more accessible way to access a wide array of city services and assistance.

The HELP card - H for Health, including priority care at the Ospital ng Parañaque 1 and 2, and free medicines from Botika ng Bayan; E for Education, Emergency Relief, and Employment opportunities; and L & P for Lifestyle and Livelihood programs aimed at strengthening the local economy - is seen as every citizen’s key to the city and a cornerstone of Olivarez’s vision for a “Bagong Parañaque for All.”
Parañaque City Mayor Edwin Olivarez said the card promises to integrate health services, education, emergency relief, employment, and lifestyle benefits into a single, powerful platform for all registered voters and their immediate families.
Olivarez said the HELP Card is far more than a simple piece of plastic; it is a multi-functional powerhouse designed to integrate and streamline access to nearly every service the city offers.
He said the card will be honored at city hospitals, educational institutions, and even major private partners like the integrated resort Okada Manila, which is offering a 10 percent discount to cardholders at its restaurants until February 2026.
Olivarez said the HELP Card also translates to tangible benefits like skipping long lines with priority access, receiving exclusive discounts and various forms of ayuda, and having a secure, unified form of identification.
Highlighting the city's commitment, Olivarez announced that over 106,000 senior citizens and PWDs will be the first in line to receive the card, while the full rollout for the general public, targeting all registered voters and their immediate families, is scheduled for next year.
The mayor said that the city’s frontline offices are preparing to ensure a seamless registration for everyone, from seniors to students.
Olivarez said registration is designed to be user-friendly. Eligible residents can register online in minutes via help.paranaque.gov.ph or visit onsite registration hubs that will be set up in the city’s partner malls.
He added that the city will soon release clear and simple guidelines on official channels detailing required documents, such as proof of residence and voter’s certification.
