''Congressmeow' Barzaga cites need to control 'posadog' population in first privilege speech

Self-proclaimed "congressmeow", Cavite 4th district Rep. Francis "Kiko" Barzaga has fulfilled his promise to bring his pro-"posadog" (stray cats and dogs) stance in the august halls of the House of Representatives.
Barzaga stood in plenary on Wednesday night, Aug. 20 to deliver his first privilege speech as a congressman. He didn’t beat around the bush.
"I stand before the lower House today to bring attention to an important issue within our communities: the continued proliferation of stray cats and dogs. It was my advocacy and my promise during the campaign period to contributed my efforts into solving this problem," he said.
The assistant majority leader says that humans, as "the dominant species of this planet", are "tasked the welfare of the life within the territories that we claim".
"I believe that we are also responsible for the welfare for local cats ans dogs," the eccentric Barzaga said, calling the particular animals "faithful companions that have stride alongside us throughout human history".
The 26-year-old said the "most realistic solution" to controlling stray animal population was to have "more affordable veterinary services and government initiatives to control the stray animal population growth".
"Although their is a lack of funding and a shortage of veterinarians, we have served some success in the spay-neuter programs that I, along with the Dasmariñas veterinary office implemented," he said.
"I hope some day that these programs may be replicated all throughout the country," noted Barzaga.
"Despite our current situation, I'm optimistic that there's genuine public interest, especially among our youth for the creation of a society that is kind and benevolent toward stray animals. And I hope that the same interest exists among my colleagues here today," he further said.
