LTO summons owner of bus in 'smoke belching' Facebook post, vehicle placed under alarm

The Land Transportation Office (LTO) placed under alarm a passenger bus that was caught in a photo posted on a social media platform emitting black smoke along a major thoroughfare.
LTO chief, Assistant Secretary Vigor D. Mendoza II said a show cause order was already issued to the registered owner, which instructed him to bring all the documents relating to road worthiness inspection reports of the vehicle.
“We express gratitude to our netizens for posting this kind of violation on social media. We assure you that we have a social media monitoring team that helps us run after all the violators,” said Mendoza.
The post was monitored on Facebook.
“In this case, this is no doubt a violation of the existing law against smoke belching,” he added.
In the SCO, the registered owner was directed to explain in writing why he should not be penalized for Smoke Belching, or violation of Section 46 of Republic Act No. 8749, or the "Philippine Clean Air Act of 1999."
“You are further directed to bring and present the inspection report, together with any relevant maintenance records of the said unit, during the scheduled hearing,” the SCO read.
The hearing for this case will be on September 10 at the LTO Central Office.
