Manila City Jail holds drill vs real-life threatening situation in the facility

The Manila City Jail Male Dormitory (MCJMD) conducted a training for its personnel to safeguard them against possible real-life threatening scenarios inside the jail facility, the Bureau of Jail and Penology (BJMP) stated on Tuesday, Aug. 19.
In a statement, the MCJMD explained that the seminar on Explosive Awareness and Detection is a major key in ensuring the jail personnel’s safety and protection in the event that unforeseen dangers beset the facility.
Led by Police Chief Master Sergeants (PCMS) Alejandro G. Pancho and Rumulus Roland R. Ramilo of the Manila Police District-District Explosive and Canine Unit (MPD-DECU), the activity tackled issues on the types of explosives, signs of improvised explosive devices (IEDs), proper handling of suspicious packages, safety measures and coordination with Explosive Ordnance Disposal (EOD) teams.
The MCJMD personnel also participated in the open discussions where actual life-threatening situations were tackled to inform on the appropriate approach during precarious conditions.
“The seminar boosted the awareness and readiness of participants in handling explosive-related situations,’’ the MCJMD noted.
Aside from ensuring safety inside the facility, the MCJMD also established a “special dormitory’’ in a bid to uphold the dignity of 92 LGBTQ+ persons deprived of liberty (PDL) under its supervision.
Dubbed as “Dorm Bahaghari,’’ MCJMD warden Supt. Lino Soriano stressed that the “special dormitory’’ constructed at the south sector of the facility provides LGBTQ+ with a safe haven away from the potential harm the other PDLs may inflict on them.
“This dedicated dormitory now houses 92 LGBTQ+ PDL, providing a safe and respectful environment that protects them from potential abuse or harassment,’’ Soriano noted.
Soriano also emphasized that the initiative aims not only to uphold the rights and dignity of LGBTQ+ PDL but also to address critical health concerns, such as preventing the spread of sexually transmitted diseases (STD).
Additionally, Soriano stressed that “Dorm Bahaghari’’ fosters a strong sense of community among its residents, making them more active participants in various rehabilitation and development programs.
As part of the transfer process, the MCJMD conducted an orientation to ensure that all PDL understand the objectives and rules of “OPLAN BAHAGHARI.’’
“This marks a significant step in creating an inclusive and safer environment within the jail,’’ Soriano maintained.
Soriano pointed out that the MCJMD reaffirms its commitment to protecting the rights of all PDL with emphasis on promoting their welfare regardless of gender identity or orientation.
