Contractors' request: Tiangco asks Navotas folk to avoid Tangos river as navigation gate repairs continue

Navotas City lone district Rep. Toby Tiangco has asked his constituents to temporarily avoid traversing the Tangos river channel on their boats, as per the request of the contractor in charge of repairing the damaged Tangos-Tanza Navigation Gate.
Tiangco, an independent in the House of Representatives, made his appeal in a Facebook post on Saturday, Aug. 16.
"Humihiling po ang DPWH at ang kanilang contractor ng 3-araw na pagbabawal sa pagdaan ng mga bangka at barko sa Tangos river channel para magsagawa ng iba’t-ibang napakahalagang maintenance at repair work sa Navigational Gate," he wrote.
(The Department of Public Works and Highways and its contractor are requesting a three-day prohibition on the passage of boats and ships through the Tangos river channel to carry out various critical maintenance and repair work on the Navigational Gate.)
Tiangco's post-slash-advisory came with a copy of a signed letter from DPWH-National Capital Region (NCR) Regional Director Gerard Opulencia, who identified one of the two contractors involved as St. Timothy Construction Corporation.
St. Timothy has long been involved in government infrastructure contracts across Metro Manila.
The construction firm recently made news after it was included in the list of only 15 contractors that cornered 20 percent of total P545 billion allocation for flood control projects.
In fact, St. Timothy is listed number three, next only to (1) Legacy Construction Corporation and (2) Alpha & Omega Gen. Contractor & Development Corp.
The Navotas navigation gate was damaged in July 2024 after a vessel, towed by tugboats, collided with it. This worsened the flooding problem in the city, which is located in northern Metro Manila.
The same floodgate collapsed again earlier this year, and forced thousands of residents in the cities of Caloocan, Malabon, and Navotas to endure massive flooding and displacement.
The DPWH said the three-day prohibition would allow "essential maintenance and repair works" to be carried out on the navigation gate.
"These activities are necessary to ensure the operational integrity of the navigation gate and to prevent potential obstructions or damages. More importantly, the restriction is being requested to ensure the safety of personnel, workers, and all other stakeholders during the implementation of these works," it said.
The second contractor in the joint venture for the navigation gate rehabilitation is Anore Construction.
