Bacolod mayor lets DPWH review flood control projects

BACOLOD CITY – Mayor Greg Gasataya said that he is leaving the review of flood control projects handled by Legacy Construction Corp. in this highly-urbanized city to the Department of Public Works and Highways (DPWH) and the Office of the President.
“Let’s just allow the DPWH to do whatever they’re doing right now,” Gasataya said as the city government has many pressing matters and will not directly involve itself in the issue.
The DPWH-Negros Island Region (NIR) held a meeting with district engineers last week to assess and review all projects undertaken since 2022.
“We have so much on our plate right now. The national government is already looking into it, so let’s leave it to them,” the mayor said.
Gasataya said that the city government is currently focusing on addressing local flooding problems by inspecting clogged drainage areas, identifying sites that require assistance, and those covered under the 2017 Comprehensive Drainage Master Plan.
He said that this city’s flood control projects are based on this master plan made by the DPWH.
Legacy Construction, a contractor based in Victorias City, Negros Occidental, was named by President Ferdinand Marcos Jr. as one of the top 15 contractors awarded flood control projects nationwide since 2022, reportedly securing about 20 percent of these.
In this city, Legacy was awarded six flood control contracts totaling over P600 million between 2022 and 2024, with five projects already completed, according to Bacolod City Rep. Albee Benitez.
Benitez said that he was informed that approximately 22 percent of this city’s flood control projects went to Legacy.
He said that the President’s mention of these companies did not imply wrongdoing but highlighted the largest recipients of flood control contracts nationwide.
“Bacolod City is my home. I have had the privilege of serving our people both as mayor and now as your representative, and through the years we have worked hard to make sure projects are monitored closely so they truly serve the needs of our residents,” Benitez said in a statement.
Benitez assured that he will continue to check on completed and ongoing projects here, especially those involving flooding, as it is detrimental to the growth and affects the lives of those who call it home.
He urged people to reach out to his office if they see a problem with a project. “We will listen, investigate, and act, if needed,” the lawmaker said.
Gasataya stressed the importance of community cooperation in flood prevention. “No matter how hard we work to clear waterways, flooding will persist if people continue to dump waste indiscriminately,” he said.
This city is studying the possibility of increasing penalties for littering as part of its anti-flooding measures.
