Papers for deferred P704.5-M cruise port project in Puerto Galera sought
CALAPAN CITY, Oriental Mindoro – The Sangguniang Bayan (SB) of Puerto Galera, this province, has formally asked the Philippine Ports Authority (PPA) to provide them with a copy of the approved delineation zone of a cruise port project in the premiere tourist town.

In a one-page letter dated Aug. 14, 2025 addressed to Jay Daniel R. Santiago, PPA general manager, the town council also requested copies of the feasibility studies, environmental impact assessment, economic and social impact assessment, and cruise port development plan.
The SB invoked Section 27 of the Local Government Code of 1991 which enjoins all government agencies to conduct prior consultations among affected stakeholders in any project or program and seek prior approval from the Sanggunian concerned.
“We would like to thank the Philippine Ports Authority for spearheading the development of cruise tourism in Puerto Galera. This will be a huge leap in uplifting the quality of tourism service in the municipality and to showcase the beauty of Puerto Galera in the international arena,” the SB said in a letter signed by Carina Cataquiz-Aldover, SB secretary.
Last July 28, Puerto Galera Mayor Robinhood D. Ylagan issued a cease-and-desist order to the contractor of the project after he discovered that the project reportedly has not secured an Environmental Clearance Certificate (ECC) from the Department of Environment and Natural Resources, building, as well as zoning and development permits and resolution of no objection from SB.
Ylagan cited the potential and irreversible environmental impact on coastal and marine ecosystems in the project site in Sitio Hondura, Barangay Poblacion and adjoining areas due to unregulated construction.
The PPA, on March 26, 2025, issued the Notice to Proceed to Premium Megastructures Inc. (PMI), which offered the lowest bid of P704,548,888.13.
“Accordingly, you are hereby instructed to proceed with the execution of the contract works for the said project at the above cited port effective upon receipt of this Notice to Proceed,” Santiago said.
The NTP was received by PMI senior managing officer Emelito L. Durano Jr. on March 28.
PMI, an Ormoc City-based construction company, has triple ISO certification and quadruple A (AAAA) ratings.
The PPA has given PMI 780 days to build the project.
