Nominations for dev’t training programs for career execs now open

President Marcos has ordered the Development Academy of the Philippines (DAP), the main training arm of the Philippine government, to offer courses on Artificial Intelligence (AI) to career executives.
Nanette C. Caparros, Vice President, Center for Career Executive Service Development, disclosed this in a radio interview where she also announced that the DAP is now open for nominations to two of the country’s most prestigious executive development training programs under the Public Management Development Program (PMDP) or the National Government’s Career Executive Service Development Program.
“We were ordered by the President to offer training on AI and we started conducting executive orientations on it,” she added.
Department of Economy, Planning, and Development (DEPDev) Secretary Arsenio Balisacan also ordered DAP to make sure that the training program is responsive to the needs of development under the Philippine Development Plan.

“The goal of the PMDP is to build a network of peak-performing, development-oriented, competent, ethical, and committed government executives and middle managers in Philippine bureaucracy,” Caparros said.
Caparros added that DAP has been conducting trainings through the enhanced, revitalized, and updated PMDP for secretaries, undersecretaries, and assistant secretaries in the government.
Reina Carmelita F. Young, Director for Advocacy and Admission, Office Center for CES Development, said the Middle Managers Class (MMC) Batch 37 and Senior Executives Class (SEC) Batch 15 which are set to begin in early 2026, will bring together the nation’s brightest, most promising, and most capable public sector officials. DAP will prepare them to take on strategic roles in delivering the country’s goals and aspirations.
Middle Managers Class (MMC) Batch 37 will start on January 8, 2026, with nominations open until October 15, 2025. The course is designed for high-performing and high-potential Division Chiefs (SG 24) aged 50 and below, as well as OIC Division Chiefs and exceptional Specialists (SG 18–23), to prepare them for directorship roles. The program offers six months of immersive residential training at the DAP Conference Center in Tagaytay City, followed by six months of Capstone Project implementation in the participants’ home agencies.
Senior Executives Class (SEC) Batch 15, opening on February 9, 2026, accepts nominations until November 30, 2025. It is geared for incumbents of directorship positions (SG 25 and above) aged 55 and below, who possess outstanding leadership and policy formulation skills. Spread across ten months, participants will complete 55 days of intensive in-person sessions, culminating in a Capstone Paper presentation tackling critical governance challenges.
The PMDP is supported by a world-class faculty that delivers a curriculum blending global best practices with Philippine public sector realities.
Among its distinguished alumni are former Social Welfare and Development Secretaries Lina Laygo and Corazon Alma de Leon, former Health Secretaries Carmencita Reodica and Manuel Dayrit, and former Agriculture Secretary William Dar.
DAP was established in June 7, 1973 by then President Ferdinand Marcos Sr. to produce a core of third level (director and up) officials in government who will be trained in development and leadership to take on the challenges of development in the country.
