Minority Leader Libanan hails Ramon Ang for lending hand to solve flooding woes

House Minority Leader 4Ps Party-list Rep. Marcelino "Nonoy" Libanan praised San Miguel Corp. (SMC) President and Chief Executive Officer (CEO) Ramon Ang for offering to help solve Metro Manila’s flooding problem at no cost to the government or the public.
“Mr. Ang’s offer proves that the private sector is ready to contribute to solving a decades-old problem that has crippled our cities and hurt our economy,” Libanan said in a statement Friday, Aug. 15.
Ang's pitch came amid worsened floods especially last month when a series of typhoons hit the country.
Ang’s proposal — which includes clearing waterways, removing obstructions, and relocating affected residents — has already drawn support from the President, the Metropolitan Manila Development Authority (MMDA), and several Metro Manila mayors.
According to Libanan, the President could even consider tapping the SMC head honcho as one of his consultants for the proposed national flood control program. He said this will allow the administration to take full advantage of Ang's expertise, resources, and practical solutions.
Libanan stressed, however, that while public-private partnerships (PPP) will be crucial, the national government must take the lead.
The President still has three years left in his term — enough time to lay the groundwork for a program that could stand as one of his most lasting legacies,” Libanan said.
“If the President acts decisively now, flood control can become a flagship initiative of his administration,” said the minority leader. “Even if massive infrastructure works cannot be completed within three years, the blueprint and initial projects can be put in place for future administrations to finish.”
To harness this momentum, Libanan urged the President to convene a National Public-Private Flood Control Summit to bring together experts, resources, and technologies. This, he said, could pave the way for a Presidential Task Force on Flood Control.
“The State must boldly lead this effort, especially since police powers will likely be needed to clear illegal structures, enforce zoning laws, and protect vital waterways,” Libanan said.
