Marcos wants St. Timothy to explain failed P96.4-M flood-control project in Bulacan
President Marcos has slammed the contractor behind the P96.4-million flood control project in Calumpit, Bulacan, saying they need to explain why the project failed.

Marcos said he will have St. Timothy Construction Corporation to answer to the alleged failed rehabilitation of the river protection structure in Barangay Bulusan, Calumpit, which has been marked completed yet it has not been serving its purpose due to damages.
St. Timothy Construction Corporation was also identified as one of the top three contractors out of the 15 that secured most of the flood-control projects nationwide.
"St. Timothy ang kontratista dito. Kaya titignan natin, kailangan pasagutin natin kung bakit ganito ang ginawa nila (St. Timothy is the contractor here. So we will see, we need them to answer why they did it this way)," Marcos said on Friday, Aug. 15, after inspecting the project.
"Mas mabuti pa dapat pumunta sila rito, makita nila kung gaano kahirap ang buhay na binigay nila sa mga kababayan natin (It would be better if they came here and see for themselves how difficult the life they have given our fellow citizens)," he added.
"Hindi pwedeng ganito (This cannot go on). Pambihira, this has been going on for years," he stressed.
Marcos cited that in the report, the project has been completed. However, "nothing was really installed"—more than 200 meters of revetment was not built and the dike is actually full of holes.
"Ipapatawag? Oo, lahat, lahat ng kasama tapos ipapa-trace natin saan nanggaling itong mga programang ito. Saan napunta ang pondo, bakit ganito ang nangyari (Summon them? Yes, all of them, everyone involved. Then we will trace where these programs came from, where the funds went, and why this happened)," he said.
The President further expressed frustration over the failed project saying, he cannot think of any possible excuse the contractor has for failing to deliver.
He said divers were deployed to closely look into the complaints over the flood-control project, and they found out that the walls beneath the concrete slope protection were covered with thick silt, making it impossible to see if there were still sheet piles in place.
It was also discovered that the beam was no longer attached to any sheet pile support and that there was a clear gap between the two, which should have been connected to ensure the structure’s stability.
"Kaya kailangan nila sagutin kung bakit ganito (That's why they need to answer why it led to this)," he said.
"Pero ang hirap dahil ipapakita natin ito (But it's not easy, because if we show this), what possible excuse do they have for not doing this? Hindi ko maisip (I cannot think of any)," he expressed.
The President also pointed out that desiltation and dredging were allegedly not conducted despite being included among the project's provisions.
"Tapos ito pa, lahat ng flood control, may kasamang dredging at desiltation. Anong sabi mo sa'kin chairman? Ni minsan 'di ka pa nakakita na may siltation dito, kasama sa kontrata yun (And then this—every flood control project includes dredging and desiltation. What did you tell me, Chairman? You’ve never once seen any desiltation done here, even though it’s part of the contract),” Marcos said, citing reports from local officials.
Marcos' visit in Bulacan followed his press conference early this week where he exposed irregularities related to the government’s P545-billion flood control programs, consisting of 9,855 projects completed from July 2022 to May 2025.
Bulacan reportedly has the most flood control projects, with 668 projects worth about P6.5 billion, even though the province is not listed among official flood-prone areas.
