And the plot thickens: Patidongan brothers file cases vs ex-CIDG chief
The two brothers of “missing sabungeros” whistleblower Julie Patidongan filed on Thursday, Aug. 14, administrative charges against a police general who worked to arrest the two siblings abroad and bring them back to the country.
The cases of misconduct, dishonesty, conduct unbecoming of a police officer were filed before the National Police Commission (Napolcom) against Police Brig. Gen. Romeo Macapaz.
Aside from Macapaz, who was the head the Criminal Investigation and Detection Group (CIDG) when brothers Elakim and Jose Patidongan were collared, also charged were Police Lt. Col. Rossel Encarnacion and lawyer Jairus Vincent Concina.
Patidongan, also known as “Dondon” and used the alias “Totoy”, accused Macapaz and of maltreating his two brothers when the arrest was conducted in Cambodia last month.
The group of Macapaz of taking the SIM cards and memory cards of the cellphones of his two brothers to have containing essential information on missing sabungeros case.
In a press briefing at Napolcom, Patidongan claimed that the group of Macapaz was asking the families of missing sabungeros to implicate him as the mastermind in the abduction instead of businessman Charlie “Atong” Ang.
The arrest of the Patidongan brothers was seen as the reason why Macapaz was suddenly removed as CIDG chief and was transferred to a regional director post in Mindanao.
In a press briefing following the transfer of Macapaz, PNP spokesperson Brig. Gen. Jean Fajardo said it was the former who worked hard to pinpoint the location of the Patidongan brothers, whom she tagged as the missing link in the missing sabungeros case.
In the same briefing, Fajardo disclosed that Jose Patidongan was convicted in a robber case before a Mandaluyong City Regional Trial Court (RTC) while Elakim was caught for using fictitious name in the passport.
Elakim was allegedly caught using the ATM card of victim Melbert John Santos, who went missing in Sta. Cruz, Laguna on Jan. 13, 2022 while Jose was seen in a video escorting another victim, Michael Bautista, who was handcuffed at the time, on April 28, 2021, also in the same town.
It was the complaint of Patidongan that led to the 90-day preventive suspension of 12 policemen whom he implicated in the missing sabungeros case, including a police colonel.
For his part, Napolcom vice chairman and executive officer Rafael Vicente Calinisan assured due process for Macapaz.
