BACOLOD CITY – The Bacolod City Water District (Baciwa)-PrimeWater has committed to settle its outstanding payments for two months to Bacolod Bulk Water Inc. (BBWI), easing concerns over a potential service disruption that could have affected thousands of residents in this highly-urbanized city.

BBWI, which supplies about 40 percent of Baciwa-PrimeWater’s water through its Granada and Sum-Ag treatment plants, warned it would shut down the Sum-Ag Water Treatment Plant in Barangay Salvacion, Murcia, Negros Occidental due to non-payment for the months of May and June.
In a media interview on Tuesday, Mayor Greg Gasataya, said that PrimeWater has started paying their outstanding obligations to BBWI for May. June payment is being processed and the billing for July has been forwarded.
Gasataya could not recall the exact amount due but emphasized that he is focused on averting any service interruptions.
The mayor led an emergency meeting with Baciwa-PrimeWater and BBWI on Monday, Aug. 11, after learning over the weekend of BBWI’s plan to cut supply—a move that would have affected nearly 40 percent of this city’s barangays and concessionaires, severely impacting water distribution to eight barangays—Sum-Ag, Cabug, Felisa, Handumanan, Mansilingan, Punta Taytay, Pahanocoy, and Tangub—all of which rely heavily on the Mansilingan Reservoir.
During the meeting, Baciwa-PrimeWater and BBWI discussed and agreed to establish long-term payment protocols to avoid future disputes.
The meeting was attended by Baciwa-PrimeWater General Manager Mona Dia Jardin, Board Directors Sonya Verdeflor, Edgardo Uychiat, Clarissa Araneta, and Rich Ann Zayco, PrimeWater Board Member Farah Jenny Monteclaro, and Engineers John Arlan Canatoy and John Arthur Ramirez.
Meanwhile, the city government and the Department of Health has officially sealed a partnership for the establishment of Bagong Urgent Care and Ambulatory Service (BUCAS) Plus Center to expand emergency healthcare services primarily to the residents of this highly-urbanized city.
City officials headed by Rep. Albee Benitez and Gasataya, along with Health Undersecretary Dr. Mary Ann Maestral, Dr. Razel Nikka Hao, regional director of Department of Health-Negros Island Region (DOH-NIR), and Dr. Joan Cerrada, medical center chief of the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH), signed a Memorandum of Agreement (MOA) at the Bacolod City Government Center (BCGC) on Tuesday, Aug. 12, marking the official partnership.
The BUCAS Plus Center will be located at the city government-owned property near the Reclamation Area at Dawis Extension in Barangay 14, formerly occupied by the Department of Agrarian Reform (DAR) provincial office.
It will be managed by the CLMMRH, and is expected to be completed in nine months, with a project cost of P50 million, which was part of the city’s P4.4-billion loan with the Development Bank of the Philippines (DBP) during the time of then Mayor Benitez.
