"Bawat piso ay kailangang ipaliwanag niyo. So hindi natin palulusutin ang Bise Presidente dyan sa darating na budget hearings (You must explain where every peso went. So, we won't let the Vice President get away with it in the coming budget hearings)," Tinio said in a recent press conference.
"Sana ay umattend siya. Yun ang kailangang gawin (I hope she attends the hearings. That's what needs to be done)," he said.
The Makabayan lawmaker gave these remarks ahead of the Department of Budget and Management's (DBM) expected submission of the 2026 National Expenditure Program (NEP) worth P6.793 trillion to Congress on Wednesday, Aug. 11.

Last year's House deliberations on the P6.326-trillion budget were filled with drama, mostly because of the Vice President antagonistic behavior toward comgressmen and her subsequent non-participation in the proceedings.
It was August 2024 when Duterte during a Committee on Appropriations hearing repeatedly refused to directly answer questions from Makabayan solons pertaining to the Office of the Vice President's (OVP) usage of P125 million worth of confidential funds in a span of 11 days, specifically in December 2022.
"I will forego the defense of the OVP 2025 budget proposal, and we leave it to the House of Representatives to decide on the proposal," the Vice President repeatedly told solons.
In an unprecedented move, the lady official skipped the plenary budget debates, forcing the House members in the end of slash the OVP's budget from P2.037 billion to P733 million.
The NEP is the precursor to the General Appropriations Bill (GAB), or the budget measure that Congress legislates every year.
