DAVAO CITY – Davao City second district Rep. Omar Vincent Duterte has outlined his Top 10 legislative priorities in the 20th Congress.
Leading the priorities is the proposed Magna Carta of Barangay Health Workers, which seeks to formalize fair wages, benefits, and protection for community-based health frontliners.
Two are for barangay officials – the Barangay Officials Salaries and Insurance Act and the Expanded Insurance Benefits for Barangay Officials.
Duterte said these measures seek to acknowledge the vital role of local leaders and ensure their welfare through proper compensation and insurance coverage, addressing their long-standing exclusion from regular government employee benefits.
He is also seeking a Technical Education and Skills Development Authority district office here to enhance access to skills training and employment and make technical and vocational education more accessible for his constituents.
For the senior citizens are the Senior Employment Opportunities Act, which encourages inclusive labor participation by enabling able and willing seniors to remain in the workforce.
The Military and Uniformed Personnel Pension Act aims to create a more sustainable and equitable retirement system for the country’s uniformed services.
Young professionals stand to benefit from the Free Professional Examination Act, which proposes to waive first-time licensure exam fees to lighten the financial burden on new graduates entering regulated professions.
To help job seekers from marginalized communities, the Indigents Pre-Employment Assistance Act aims to subsidize costs tied to employment applications, including medical tests and documentary requirements.
In the education sector, the proposed Financial Literacy and Entrepreneurship in Secondary Education Act seeks to introduce practical financial education and basic entrepreneurship in high school curricula, preparing students for real-world financial decisions.
Duterte also supports the Mandatory ROTC Act, which promotes discipline, nationalism, and civic responsibility among Filipino youth.
“Our legislative agenda is grounded in the needs of the people. From barangay workers to senior citizens and the youth, we want laws that uplift, empower, and protect every Filipino,” Duterte said.
