The divers were on official leave and wellness break at the time of the incident.
Initial reports said the two PN personnel were on a recreational dive in the sea of Barangay Mindupok, Maitum, when the mishap occurred.
The victims went missing for more than an hour before they were found floating and unconscious.
"We extend our heartfelt condolences to their families and assure them of our full support during this difficult time," the PN said.
The Navy is providing full assistance to the bereaved families.
"Above all, we recognize and honor the service and dedication of our fallen sailors to the country and the Filipino people," the PN said. (PNA)
