The Enhanced Defense Cooperation Agreement (EDCA) sites have been activated to serve as “staging areas” for the prepositioning of relief goods and rescue equipment for the victims of the recent typhoons and flooding.

This was announced by United States Ambassador MaryKay Carlson in a statement on Saturday, Aug. 2.
Carlson, together with Department of National Defense (DND) Secretary Gilberto Teodoro Jr. thanked the “Filipino and American frontline service members and local officials who worked together to deliver relief packs to communities affected by recent typhoons and flooding.”
“Joined @DNDPHL Sec. Teodoro in Clark to thank Filipino and American service members and local officials delivering @DSWDserves relief packs to communities affected by recent typhoons and flooding,” Carlson wrote on X (formerly Twitter).
“#EDCAinAction sites have been activated to support relief operations,” she added in post with hashtag #FriendsPartnersAllies.
On Aug. 2, the Office of Civil Defense (OCD) delivered 2,500 tarps from Fort Magsaysay, an EDCA site in Nueva Ecija, to Ilocos Region.
Some 47,000 family food packs from the Department of Social Welfare and Development (DSWD) have also been delivered to more than 200,000 people across Central and Northern Luzon.
This was made possible through the combined efforts of the OCD, DSWD, the Armed Forces of the Philippines, the World Food Programme, and the US military, the statement said.
EDCA sites have been a point of contention among political and civil-society groups because of sovereignty concerns and security risks.
While the US can no longer have permanent military bases in the Philippines because it has been prohibited by the Constitution, EDCA sites allow the presence of American troops rotating through and pre-positioning equipment on Philippine military bases.
