TACLOBAN CITY – A police officer drowned after the boat he was riding capsized following crime scene processing in connection with an encounter in Barangay San Isidro, Las Navas, Northern Samar, on Saturday, Aug. 2.
The Northern Samar Police Provincial Office mourned the death of Police Executive Master Sargeant Harry Mangiga Palao-ay, 42.
Palao-ay was assigned to the Northern Samar Provincial Explosive and Canine Unit, a highly specialized and high-risk unit tasked with responding to bomb threats, processing post-blast scenes, and assisting in complex investigations.
A native of La Trinidad, Benguet, his expertise and courage were instrumental in many of the province’s sensitive operations.
Police Col. Sonnie Omengan, NSPPO director, said his passing is a great loss not only to the NSPPO but also to the entire PNP.
“We honor his bravery, professionalism, and his selfless service he rendered to the people of Northern Samar,” he said.
