In a bid to advance education equity and uplift the welfare of private school teachers, the Department of Education (DepEd) on Friday, August 1, announced a substantial increase in the annual Teachers’ Salary Subsidy (TSS) under the Government Assistance to Students and Teachers in Private Education (GASTPE) program.
In a statement, DepEd said the subsidy will increase from the current P18,000 to P24,000 per qualified private school teacher annually, starting School Year (SY) 2025–2026.
The adjustment was approved via ad referendum by the State Assistance Council (SAC), the policy-making body overseeing the GASTPE program, DepEd added.
The department noted that the move directly responds to President Ferdinand Marcos Jr.'s fourth State of the Nation Address (SONA), which emphasized education as a top national priority.
Narrowing the gap
During the recent ceremonial signing, Education Secretary Sonny Angara emphasized the critical role of private educators in the country’s learning ecosystem.
For those who followed President Marcos’ recent SONA, Angara said the message was clear—education is at the peak of his priorities.
“And we have always stood by the principle that education is a collective mission,” he added.
Angara stressed the importance of leveling the playing field between public and private school teachers, starting with fair and equitable compensation.
He noted the persistent disparity in working conditions between teachers in private and public schools.
“But we are taking a decisive step to narrow that gap and uplift the private education system alongside the public,” he added.
He reiterated that education is a shared mission requiring active cooperation among national government agencies, local government units (LGUs), development partners, and private institutions.
“Kaya’t taus-puso ang ating pasasalamat kay PBBM sa kanyang tunay at taos-pusong malasakit sa edukasyon at sa bawat Pilipinong guro (We extend our heartfelt gratitude to PBBM for his genuine and compassionate concern for education and for every Filipino teacher)," he said.
What is the Teachers’ Salary Subsidy?
The TSS is a key component of the GASTPE program, established under Republic Act No. 8545 or the Expanded Government Assistance to Students and Teachers in Private Education Act.
It provides financial support to licensed full-time private school teachers who handle Education Service Contracting (ESC) grantees for at least three hours per week.
The subsidy is designed to augment teacher compensation in participating private schools, helping retain qualified educators and ensure continuity of learning for students under government-funded programs.
Supporting the Marcos administration’s education agenda
The subsidy hike is part of the broader Marcos administration’s education reform agenda, as outlined in the 2025 SONA.
Key themes include improving teacher compensation, enhancing access to digital teaching and learning tools, and reducing administrative burdens for educators.
With this increase, DepEd reaffirms its commitment to accessible, inclusive, and quality education—whether in public or private schools.
