The proposed regulation of popular motorcycle taxis is once again being sought in the House of Representatives, this time in the 20th Congress.
AGIMAT Party-list Rep. Bryan Revilla filed recently filed House Bill (HB) No. 276, or the proposed Motorcycles-for-hire Act.
“Motorcycle taxis have become a vital part of urban mobility, but without clear regulation, both drivers and commuters are left vulnerable. This bill balances livelihood with safety—it legalizes the industry while putting strong safeguards in place," Revilla said.
In filing HB No.276, Revilla wants to pursue a measure that is all “about saving lives, securing livelihoods, and bringing order to an industry that millions rely on every day".
“We’re proud to stand with riders and commuters alike—because mobility should be safe, fair, and inclusive,” he added.
The measure empowers the Land Transportation Franchising and Regulatory Board (LTFRB) to issue franchises for motorcycle taxis.
The Revilla bill also requires professional licensing for riders, mandates accident insurance, enforces a multi-homing policy (allowing riders to work under two platforms), and imposes strict penalties for colorum operations.
Digital platform providers must also maintain emergency response systems and fair fare-setting mechanisms.
