Pasay City Police chief Col. Joselito de Sesto said the suspect was identified as Abdul Sangcopan, a resident of Barangay 190 in Pasay City.
De Sesto said the incident occurred at around 2:30 a.m. on Thursday, July 31, in front of Barangay 190 Hall located at BAC 1-11, Don Carlos Street, Pasay City.
No one was reported hurt in the incident.
He said a witness saw a man wearing a black hoodie, bonnet, and black shorts fire shots at the barangay hall, with the description matching Sangcopan's appearance. Police also considered him a person of interest, citing a recent incident where he was recorded expressing anger toward a barangay personnel during his arrest for smoking in a public place.
As the investigation progressed following the witness account and his identification as a person of interest, De Sesto said Sangcopan voluntarily surrendered to the authorities.
