Mayor Kit eyes charges vs QC-based firm over human waste dumped in Cainta canals
Cainta, Rizal Mayor Kit Nieto plans to file charges against a septic service company allegedly based in Quezon City, after three of its employees were caught illegally dumping human waste along Imelda Avenue in Cainta.

Nieto said the employees were arrested on Monday, July 28, after the local government received a report about them dumping human waste into the canals while a cleanup operation was ongoing in the area.
“I got a report from our security people, sa town security, na meron isang entity rito na may dala silang parang yung mga truck na nagdi-dispose ng mga dumi ng tao na nagdi-dislodge sila doon mismo sa mismong mga kanals natin (A group arrived with a truck used to dispose of human waste and was caught dislodging it directly into our canals),” Nieto explained.
“So we had those people arrested, and I immediately summoned our lawyers here para mag-file na ng kaso (to file a case) against them to put a stop to this,” he added.
The mayor said the illegal dumping posed a health hazard to the public and could also cause flooding, as the waste could clog the canals. He added that the local government has been working hard to reduce flooding in the town.
He also added that this was not the first time they received reports of illegal dumping, saying, “Nagsu-survey sila somewhere inside at kumukuha sila sa mga ano—kumukuha sila ng mga human waste, tapos they dislodge it mismo doon rin sa highways natin (They survey certain areas, collect human waste, and then dislodge it right along our highways), and they pretend that they're just doing something there.”
“Parang ang feeling nila walang nakakakita. They just parked malapit sa manhole, tapos ilalagay nila ‘yung pipe nila, naka-hose, itatapon nila ‘yung laman. Imagine mo ‘yung health hazard na ginagawa nila. Well, nahuli rin finally, and they are from Quezon City (It’s like they thought no one could see them. They would just park near a manhole, connect their hose, and dump the waste. Imagine the health hazard they were causing. Well, they were finally caught—and they’re from Quezon City," Nieto said during an interview with members of the PaMaMariSan-Rizal Press Corps.
“Dapat nag-a-undergo ‘yun ng treatment facility para ma-process mo ‘yung kinuha mong dumi kasi it’s a health risk kung pababayaan na sa canal mapupunta ‘yan at sa mga imburnal natin (That waste should go through a treatment facility to be properly processed, because it's a health risk if it's just dumped into canals or our drainage system),” he emphasized.
Based on the investigation, the human waste was collected from the septic tanks of several establishments, believed to be their clients from various locations.
Nieto said the local government may file charges against the company for violating Republic Act 9003 or the Ecological Solid Waste Management Act, Republic Act 9275 or the Clean Water Act, and the municipal ordinance on waste segregation.
