BUTUAN CITY – Police Brig. Gen. Marcial Mariano Magistrado IV officially assumed the post as Police Regional Office-13 (Caraga) on Wednesday.
Magistrado replaced Police Brig. Gen. Christopher Abrahano who was recently designated to head the Criminal Investigation and Detection Group.
Police Major Gen. Neri Vincent Ignacio, acting chief of the Directorial Staff of the Philippine National Police, presided over the turnover of command.
“As I take on the role of regional director, I assure my dedication to upholding the Constitution and serving the Filipino people with nationalism and integrity,” Magistrado said.
He called on PRO-13 personnel to carry out their mission with dedication, discipline, and excellence.
Governors, mayors, heads of line agencies, and other law enforcement officials in the region attended the event.
“I humbly seek the cooperation of all stakeholders, local government units, and partner agencies. Your involvement and collaboration are vital in ensuring peace, order, and sustainable development in the region,” said Magistrado.
Magistrado revealed his leadership framework anchored on the 3Ms - Pulis na Marangal, Maaasahan, at may Malasakit – which also reflects his name’s initials.
“Inspired by the guidance of our chief PNP and with strong support from the Department of the Interior and Local Government, we will integrate simulation exercises (SIMEX), communications exercises (COMEX), and capability exercises (CAPEX) into our operational rhythm,” he said.
“These activities will not be optional – they are crucial for testing readiness and identifying gaps before real emergencies occur,” Magistrado said.
Magistrado was the deputy regional director for administration of Police Regional Office-2 before moving to Caraga. (With a report from PNA)
