Government adds spaceport, airport bundle to PPP pipeline, raising total to ₱2.86 trillion

Three major national projects—a spaceport, a bundled airport proposal, and a power plant—worth a combined ₱43.3 billion have been added to the Public-Private Partnership (PPP) pipeline, raising the total to ₱2.86 trillion.
Documents shared by the PPP Center with reporters on Wednesday, July 30, showed that the value of projects in the PPP pipeline increased by 8.3 percent or ₱220 billion from ₱2.64 trillion in June.
The ₱17.5 billion development of the Philippine spaceport is the largest project in the pipeline.
As of writing, the proposed national project remains under conceptualization by the Philippine Space Agency (PhilSA)—the implementing agency.
Proposed by the Philippine Regional Airports Consortium, the second largest project is the ₱16.1-billion bundled project covering Francisco Bangoy International Airport, Southern Luzon International Airport, and Sayak Airport.
This proposal is now being evaluated by the Civil Aviation Authority of the Philippines (CAAP) and Davao International Airport Authority, according to the PPP Center.
Lastly, the third largest is the ₱9.7 billion Renewstable Green Hydrogen Power Plant in Marinduque, proposed by HDF Energy Philippines. The proposal is being evaluated by National Power Corporation (Napocor).
Apart from the three big-ticket projects, three additional projects in the PPP pipeline are the ₱260 million LUMINA Cluster Water Development Plan & Septage Management Program and the Cross-border Electronic Invoicing (CEI) System Project and Fuel Marking Program (FMP) Project, whose costs remain undisclosed.
Projects were added based on IA-endorsed unsolicited proposals, IA-submitted PPP project lists, and updates from the PPP Center’s engagement with agencies.
Meanwhile, five projects—four national projects and one local project—were removed from the list, including the ₱12.9 billion Francisco Bangoy International Airport Project, the ₱1.6 billion MMDA Emergency Response Center, the ₱1.4 billion Traveler Information and Data Security System (eTRAVELPLUS), the ₱856 million Development, Expansion, Operations and Maintenance of Sayak Siargao Airport, and the upgrading and improvement of the Iloilo Commercial Port Complex.
The reasons for the removals were not disclosed in detail, but they involved unsolicited proposals that failed agency reviews and projects that were taken off the agencies’ PPP lists.
