Quezon City sees major anti-crime gains under new police leadership
The Quezon City Police District (QCPD) reported significant gains in its anti-crime and law enforcement operations from April 21 to July 20, 2025, under the leadership of Police Colonel Randy Glenn Silvio.
A member of PNPA Kapanalig Class of 1997 and creator of the Investigation Solution Automatic Verification (ISAV) system, PCOL Silvio’s first 90 days were marked by intensified law enforcement campaigns and operational innovation.
Between April 21 and July 20, 2025, QCPD conducted 663 anti-illegal drug operations that led to the arrest of 911 suspects and the seizure of over P41.8 million worth of shabu and other narcotics.
The district also implemented “Warrant Day,” a weekly citywide manhunt every Friday to serve arrest warrants and apprehend fugitives.
Silvio has also prioritized disaster response. QCPD recently turned over P150,000 worth of Search and Rescue (SAR) equipment, including generators, rescue tools, and flood-response gear to DMFB personnel for deployment in high-risk communities.
Aligned with the PNP’s modernization efforts, QCPD has strengthened its Integrated Command, Control, and Communication Center (IC3), which now plays a central role in real-time monitoring, dispatch, and public safety coordination.
Under Silvio’s initiative, the IC3 was equipped with five surveillance drones (including DJI Avata 2 and Mini 4 Pro units), three Epson printers, a computer set, and a Starlink unit — greatly enhancing the district’s digital surveillance and communication capabilities.
IC3 has responded to 498 emergency calls via the national 911 hotline and 2,322 through the QC Helpline 122. Most reports involved traffic accidents, requests for police assistance, and public disturbances, with most responses arriving in under five minutes, meeting the PNP’s national response standard.
The IC3 also oversees the ISAV system — a digital tool for suspect verification. From April to July, 3,040 individuals were processed, resulting in 3,045 matches in the CIRAS database, 2,513 in E-Rogues, and 271 in E-Warrant entries.
Internally, QCPD endorsed 4,921 personnel for awards to the NCRPO and issued 21,816 commendations to deserving officers — boosting morale and encouraging service excellence.
Community engagement has also been a key part of Silvio’s approach, with programs on crime prevention, youth outreach, and local partnerships flourishing across barangays.
As he continues to lead the QCPD, Silvio’s results-driven, forward-thinking approach has earned praise from both within the police ranks and the local government.
