DPWH to turn over full list of flood projects to Palace

The Department of Public Works and Highways (DPWH) is finalizing the submission of a nationwide inventory of completed, ongoing, and pending flood control projects to Malacañang as part of efforts to strengthen infrastructure monitoring and accountability.
In his State of the Nation Address (SONA), President Ferdinand Marcos Jr. directed the DPWH to submit a comprehensive list of all flood mitigation initiatives to support the evaluation of existing programs and enhance disaster preparedness.
DPWH Secretary Manuel Bonoan assured that the department is acting promptly on the directive, noting that regular reports had already been transmitted to the Palace before the President’s public instruction.
“We have been submitting reports to the President. But there are many projects we still need to review. We are acting on it immediately as instructed,” Bonoan said.
He emphasized that all flood control projects are grounded in technical studies, undergo government audits, and are subject to post-construction monitoring.
From July 2024 to May 2025, the DPWH completed around 9,000 flood control structures nationwide.
Bonoan also disclosed that several projects funded under the General Appropriations Act (GAA) remain on hold pending further review and clearance from Malacañang.
“We maintain a full inventory. Some projects are ongoing, but there are those still on hold,” he added.
He said all DPWH projects are covered by a one-year warranty, which obliges contractors to correct any deficiencies at no cost to the government.
“If the project was not done properly, we will ask the contractor to redo it within one year at their own cost. Our engineering districts are tasked to monitor this,” he said.
While he did not comment on possible sanctions against erring contractors, Bonoan reiterated that the department is committed to ensuring the quality and functionality of all flood mitigation initiatives.
“These projects must be truly beneficial. What’s important is that we ensure they are properly designed,” he said.
