'Mahiya naman kayo!': Marcos declares all-out probe on 'ghost' flood control projects

This was how President Marcos slammed all those behind the failed flood control projects, which he tagged as "pigments of imagination" in the country, which have caused massive impact to Filipinos in the past days.

Marcos did not mince his words when he called out the money-making scheme perpetrated by officials and contractors, stressing that the Filipino people are fully aware that such acts of corruption are happening.
Due to their corruption, the supposed flood-control projects that are intended to protect communities from the impacts of continuous rainfalls and typhoons failed, and worse are mere "pigments of imagination," Marcos lamented.
"Kamakailan lamang nag-inspection ako sa naging epekto ng bagyong Crising, Dante, at Emong. Kitang kita ko na maraming proyekto para sa flood control ay palpak at gumuho. At yung iba, guni guni lang (Recently, I conducted an inspection of the effects of typhoons Crising, Dante, and Emong. I saw firsthand that many flood control projects were substandard and collapsed. Others turned out to be mere pigments of imagination)," Marcos stated in his 70-minute speech on Monday, July 28.
"Wag na po tayong magkunwari. Alam naman ng buong madla na nagkakaraket sa mga proyekto (Let’s stop pretending. The public knows fully well that there are people making money off these projects)," he said.
The President mentioned several schemes, including kickbacks.
"Kaya sa mga nakikipag sabwatan upang kunin ang pondo ng bayan at nakawin ang kinabukasan ng ating mamamyan, mahiya naman kayo sa inyong kapwa Pilipino (So to those conspiring to steal public funds and rob our citizens of their future—have some shame)," Marcos said.
"Mahiya naman kayo sa mga kabahayan nating naanod o nalubog sa mga pagbaha. Mahiya naman kayo lalo sa mga anak natin na magmamana sa mga utang na ginawa ninyo sa binulsa n'yong pera (Have some shame for the families whose homes were washed away or submerged in the floods. Have some shame especially for our children, who will inherit the debt you incurred from the money you stole)," he further said, earning applause and standing ovation among attendees at the Plenary Hall.
'Someone must be held accountable'
In order for this to not happen again, Marcos announced that a full-blown investigation on the corruptions behind the flood-control projects.
"So that this will not happen again. First, the DPWH (Department of Public Works and Highways) will immediately submit to me a list of every flood control project from every region that were started or completed in the last three years)," he said.
The President also directed the Regional Project Monitoring Committee to examine that list of projects and give a report on the projects tagged as failures, of those that have been finished, and those that are alleged to be ghost projects.
"And third, we will publish this list," he said.
"Isasapubliko natin ang listahang ito, kaya ang publiko na saksi sa mga proyektong ito ay malayang suriin ang listahan at magbahagi ng kanilang nalalaman para makatulong sa ating imbestigasyon (We will publish this list so that citizens who have witnessed these projects can freely examine it and share what they know to help with the investigation)," Marcos said.
Marcos also ordered an audit and performance review regarding these projects "to check, to make sure, and to know how your money was spent."
He warned that by next month, those who will be found guilty and colluding contractors will be held liable.
"Sa susunod na buwan makakasuhan ang lahat ng mga lalabas na may sala mula sa imbestigasyon pati na ang kasabwat na kontratista sa buong bansa (Within the next month, charges will be filed against all who are found guilty through the investigation, including the colluding contractors nationwide)," Marcos said.
"Kailangang malaman ng taumbayan ang buong katotohanan. Kailangang may managot sa naging matinding pinsala at katiwalian (The public deserves to know the whole truth. Someone must be held accountable for the severe damage caused)," he stressed.
