Kiko Barzaga defends proposal to impose death penalty on recidivist litterers

This, after an online detractor slammed the eccentric Barzaga's suggestion, and described it as "petty".
"Legislators and our justice system must probect rights, not destroy lives, and certainly not over litter on the ground. Petty!" the neophyte solon quoted a certain Job Uy Bautista as saying in a Facebook post.
For Barzaga, littering is a more serious crime than it seems.
"And people who carelessly litter do not destroy lives? We must not protect the rights of those with no regard for the health of others or the environment," he said in response to Bautista.
Based on Barzaga's proposal, capital punishment or the death penalty will be slapped against recidivist litterer. He particularly said that the death penalty should be imposed on the 100th offense or instance of littering, after the person had been meted with all sorts of fines and even imprisonment.
"I would argue that repeated littering on a severe degree is worthy of the death penalty, since littering is an intentional act that damages the environment and harms indigent communities," the self-proclaimed "congressmeow" of Dasmariñas City earlier said.
Barzaga can double down on his proposal by filing bill about it in the current 20th Congress.
The Philippines currently doesnt have capital punishment. The death penalty was abolished in 2006 during the time of former president Gloria Macapagal-Arroyo.
