The declaration was made through a resolution passed by the Municipal Council, based on the recommendation of the Municipal Disaster Risk Reduction and Management Office (MDRRMO).
Mayor Ding Valeda said the declaration is in accordance with Republic Act No. 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010, which allows the local government to mobilize its calamity funds to respond swiftly to the needs of affected residents.
He assured residents that the local government continues to work round-the-clock to ensure the safety, well-being, and recovery of all residents.
"Asahan ninyo na patuloy ang pagkilos ng inyong Lokal na Pamahalaan upang tiyakin ang inyong kaligtasan, kaginhawahan, at muling pagbangon. Sa gitna ng unos, sama-sama tayong babangon. Sa Obando ang bawat mamamayan ay prayoridad (You can expect your local government to continue taking action to ensure your safety, comfort, and recovery. In the midst of the storm, we will rise together. In Obando, every citizen is a priority)," Valeda assured.
As of 8 p.m. on Friday, floodwaters remained high in parts of the town due to high tide.
The municipal government issued a public advisory warning residents about the risk of leptospirosis.
Valeda personally responded to a call from a concerned citizen regarding a large breach in the dike at Barangay San Pascual.
He was accompanied during the inspection by Councilors Mico Dela Paz and Philip Dela Cruz, PMaj Ericson Miranda, Engineer Jaime Delos Reyes, Barangay Chairman Esmer Papa and his councilors, and SK Federation President Johnlei Delos Reyes.
