Former Iloilo City Mayor Jerry, daughter undermining DPWH, says district engineer

ILOILO CITY – Neophyte Iloilo City Mayor Raisa Treñas-Chu and her father, former Mayor Jerry Treñas, are allegedly undermining the mandate of the Department of Public Works and Highways (DPWH) with the latest stoppage order of ongoing DPWH waterway projects.

“Evidently, this pattern of cease-and-desist order(s) issued by your father (the former mayor) and presently this, appears to undermine the national government agency and seek to diminish our initiatives,” said DPWH-Iloilo City District Engineer Roy Pacanan in a letter dated July 25, 2025.
“The cease-and-desist order is legally invalid,” emphasized Pacanan in an eight-page response to the July 24, 2025 stoppage order of Treñas-Chu, who blamed recent flooding to DPWH waterway projects.
“It is highly unethical for the City Mayor to impute blame upon this office (DPWH-Iloilo City),” said Pacanan.
“Should you persist to implement the (cease-and-desist) order, we shall pursue all available legal remedies under existing laws, including the Anti-Graft and Corrupt Practices Act to protect the interest of the (national) government,” warned Pacanan.
Included in the stoppage order of Treñas-Chu are DPWH-Iloilo City works on Buntatala Creek, Calubihan Creek, Desamparados Creek, and Dungon Creek, and the mouth of Iloilo River in Barangay Mohon.
Pacanan refuted the allegations of Treñas-Chu that DPWH-Iloilo City waterway projects, particularly on Buntatala Creek, resulted in a narrower creek and impeded the flow of water.
He cited the recommendation of Task Force Drainage, created by Treñas-Chu, for the completion and extension of the creek project to ease perennial flooding.
Pacanan’s response to Treñas-Chu was also sent to DPWH Secretary Manuel Bonoan and DPWH-6 Regional Director Joel Limpengco.
This was the latest clash between DPWH-Iloilo City under the helm of Pacanan and the Treñas camp.
Pacanan previously issued strong-worded statements condemning the pattern of attacks initiated by Jerry Treñas as city mayor against DPWH-Iloilo City and himself.
It includes Jerry ordering DPWH-Iloilo City to vacate the offices belonging to the city government and the June 2024 declaration of Pacanan as persona non grata.
Jerry also issued stoppage orders of several DPWH-Iloilo City projects, which were facilitated by Rep. Julienne “Jam- Jam” Baronda – a former political ally who he cut ties with when he initially wanted his daughter Treñas-Chu to replace Baronda as congresswoman.
Pacanan previously considered the “public scolding without factual bases” by Jerry as “unethical.”
