Rizal Governor Nina Ynares declared a state of calamity in the entire province on Friday, July 25, due to the widespread impact of Typhoon Crising and the southwest monsoon (habagat).
Ynares said the declaration followed the recommendation of the Rizal Provincial Disaster Risk Reduction and Management Council and was affirmed through SP Resolution No. 408, s. 2025.
“The Province of Rizal be declared under a state of calamity to give substantial leeway to all Local Government Units in the province to utilize their respective Quick Response Funds and provide relief services and assistance to affected Rizaleños, as well as implement recovery programs in the aftermath of the aforementioned calamities,” the resolution read.
On July 23, the municipalities of Montalban, San Mateo, and Cainta had already declared their respective localities under a state of calamity as an emergency measure in response to the effects of ‘Crising’ and the habagat.
Under the state of calamity, she said relief operations can be expedited and expanded to ensure the prompt delivery of aid and support to residents affected by heavy flooding and damage to property and livelihood.
As of 1:30 p.m. on Friday, the governor reported that light rain continued to affect parts of the province due to the habagat, with a Yellow Rainfall Warning still in effect across Rizal.
She added that flooding had been reported in several barangays in the municipalities of Binangonan, Cardona, and Tanay. However, all major roads remain passable.
