Cavite 4th district Rep. Francis "Kiko" Barzaga says relatively small crimes like littering should eventually be punished with the death penalty, specifically if the offender is an extreme recidivist.
"Penalties for small crimes like littering should gradually become more severe for repeat offenders," Barzaga wrote on his Facebook on Friday night, July 25.
"For example: 1st Offense- Small Fine, 2nd offense - Medium Fine, 3rd Offense- Large Fine," added the self-proclaimed "Congressmeow".
By his or her 50th offense, the litterer should already be slapped with imprisonment, Barzaga said.
And if the offender fails to heed the message of authorities, he or she will be meted with the "death penalty" on the "100th offense", at least according to the neophyte congressman from Dasmariñas City.
Barzaga floated his idea amid recent flooding in different parts of the country. When heavy rains cause floods, the indiscriminate throwing of garbage makes them worse.
"I would argue that repeated littering on a severe degree is worthy of the death penalty, since littering is an intentional act that damages the environment and harms indigent communities," the House neophyte further wrote.
It remains to be seen if the eccentric Barzaga will file a bill to this effect in the current 20th Congress.
It should be noted that the Philippines currently doesnt have capital punishment. The death penalty was abolished in 2006 during the time of former president Gloria Macapagal-Arroyo.
Lethal injection was the method used the last time that death penalty was carried out in the Philippines.
