BACOLOD CITY – The City Council is seeking to expand its cash incentive program here for senior citizens by lowering the minimum age requirement from 80 to 75 and doubling the program’s annual budget to P10 million.
The proposed amendment, authored by Councilor Caesar Distrito and co-authored by Councilor Celia Flor, seeks to revise City Ordinance No. 910, Series of 2019, known as the “Ladderized Cash Incentive Centenarian Award Ordinance of Bacolod City.”
The measure has passed first reading.
“This amendment reflects our commitment to recognize and support our senior citizens earlier in their twilight years, especially given the increasing challenges they face,” Distrito said in a statement. “It’s about inclusivity and dignity,” he added.
Under the proposed changes, eligible seniors will receive P10,000 at the following age milestones: 75 to 80, 81 to 90, and 91 to 99. Those who reach 100-years-old will receive an additional incentive, provided they have received all previous milestone benefits.
If a beneficiary passes away before receiving the incentive, a verified family member or guardian may claim it, in accordance with City Ordinance No. 670, Series of 2014.
To support the broader coverage, the ordinance also seeks to increase the annual funding allocation from P5 million to P10 million.
Flor emphasized the importance of the initiative. "This is a way to express our gratitude to our elders who helped shape the community we enjoy today. Recognizing them while they are still with us is a moral obligation.”
Meanwhile, more than 500 senior citizens and Persons with Disabilities (PWDs) received waterproof emergency go-bags during a ceremonial turnover at the Bacolod City Government Center on Thursday, July 24.
These kits, provided through the City Disaster Risk Reduction and Management Office (DRRMO), include a 44-piece first aid kit, flashlight, whistle, survival card, portable tumbler, and other essentials to enhance readiness for calamities.
Mayor Greg Gasataya underscored the urgency of prioritizing vulnerable populations. “There are no exemptions when disaster strikes.”
He announced plans to convert the Annex Building at the BCGC into a dedicated Senior Citizens Center and confirmed that Senior Citizens and PWD Day will remain a highlight of the MassKara Festival in October.
“This initiative reflects our commitment to inclusive service—impartial and equitable, only care for those who need it most,” the mayor said.
