Citing that storms are becoming stronger, President Marcos said typhoon impacts, particularly flooding, should no longer be treated as an "extraordinary situation."

Gone are the days that massive flooding is considered a "special situation," Marcos said, stressing that this is now the "new normal."

Thus, he added, long-term mitigation and adaptation plans must be in place given that typhoons hitting the Philippines happen every year.

"What we are talking about here is mitigation, of course, flood control, all of that. That, of course, is the biggest thing. But then it is adaptation," he said in a situation briefing at the Camp Aguinaldo in Quezon City on Thursday, July 24.

"This is not an extraordinary situation anymore. Do not think of it as a special situation. This is, I hate to use the overused phrase, but this is the new normal," he added.

The President further said that the government must always anticipate that such disasters will keep on happening, and that they should start changing their mindset.

"We have to change our thinking and say, look, this is the way it's going to be as far as we know for the rest, for many decades to come. So, let's just prepare. Think of it in terms of this is what we have to do because this kind of situation will continue to arise every time there is a storm," Marcos said.

"And the storms are coming. They are coming more quickly. They are becoming more strong. They are dumping more water on us," he added.

He urged government agencies to also look at what's happening around the world due to climate change.

"[W]e see what happened in Texas, we see what happens in India, we see what happens in other places. It's really the change in climate. And we have to understand that the climate has changed. The rain patterns have changed," Marcos said.

He emphasized that this will happen again next year, the year after that, and so on.  

"So we have to think in those terms. So our solutions need to be longer term, not so ad hoc, not so, how do you say, informal. But really, we have to think in terms of changing the way we approach this kind of problem," he said.

The President, however, said that he "satisfied that the response of the government is sufficient," directing agencies to keep conducting response and relief operations and to keep monitoring the weather.
