The dominant Lakas-Christian Muslim Democrats (Lakas-CMD) party will push for presidential son, Ilocos Norte 1st district Rep. Sandro Marcos' election as House majority leader of the 20th Congress if he fancies the position.
Thus, said party stalwart Iloilo 1st district Rep. Janette Garin in a virtual press conference Thursday, July 24, a mere four days before the House of Representatives reconvenes to organize itself.
"Definitely, definitely. Our party, I belong to the Lakas party, our party will definitely push for him kung tanggapin niya (If he'll accept it)," Garin said of Rep. Marcos. 31.
Although he is only on his second term as a congressman, Rep. Marcos is the previous 19th Congress' senior deputy majority leader--the position directly below majority leader.
"Sandro Marcos is qualified. I've worked with him in the Committee on Rules, he's our senior deputy majority leader a position that I also held before," said the lady solon, who is on her sixth term in the House.
However, Garin was quick to clarify that Rep. Marcos, the eldest son of President Marcos, wasn't actively seeking the plum post.
"Sa totoo lang hindi si Cong Sandro ang nagbibigay na interest kundi meron ding ibang mga kasamahan na nagtutulak sa kanya not because he's the son of the president but because naipakita niya yung kanyang diplomatic pace of sheperding our colleagues during the 19th Congress when he was senior deputy majority leader,"
(To be honest, it’s not Cong Sandro himself who is showing interest, but there are other colleagues who are pushing him toward it not because he’s the president’s son, but because he’s shown his diplomatic pace in sheperding our colleagues during the 19th Congress when he was senior deputy majority leader.)
Last week, House "Young Guns" bloc member La Union 1st district Rep. Paolo Ortega said Rep. Marcos was "very much qualified" for the position of majority leader.
Just how important a task is the majority leadership? In the House, the majority leader automatically becomes chairman of the powerful Committee on Rules. It is the committee that decides what happens in plenary on any given session day.
The majority leader is considered the right-hand man of the House Speaker. As such, it is the prerogative of the Speaker to choose his or her majority, although any nomination will still have to be approved in plenary.
At any rate, Garin says Rep. Marcos is deceivingly seasoned when it comes to House affairs. She said that he learned the ropes as a staff of Committee on Rules when he wasn't a congressman yet.
"It will surprise you. Ako pang-anim ko na ito na term, siya pangalawa pala pero mas kabisado niya pa ang bawat sulok ng Kongreso and bawat opisina ng Kongreso (This is already my sixth term, he's on his second, and yet he knows all the nooks, crannies and every office of Congress better than me)," Garin said.
One of Ilocos Norte solon's mentors is Leyte 1st district Rep. Martin Romualdez, Lakas-CMD president and House Speaker during the 19th Congress. The latter is also poised to become Speaker again in the 20th Congress.
The lower chamber will reconvene on Monday, July 28, the day of President Marcos' fourth State of the Nation Address (SONA).
The younger Marcos--a member of his father's Partido Federal ng Pilipinas (PFP)--has yet to publicly address the matter.
