'Emong' makes landfall over Pangasinan — PAGASA
2nd landfall possible over La Union or Ilocos Sur in the next few hours
Typhoon Emong (international name: Co-may) made landfall over Agno, Pangasinan, at 10:40 p.m. on Thursday, July 24, said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
In its 11 p.m. bulletin, PAGASA said Emong maintained its maximum sustained winds of 120 kilometers per hour (kph) near the center and gusts of up to 150 kph, while continuing to move slowly eastward.
Based on its track forecast, Emong will make a second landfall over La Union or Ilocos Sur tonight or early Friday morning, July 25.
It will then traverse the mountainous terrain of Northern Luzon and is expected to emerge over the Babuyan Channel by Friday morning or noon.
Emong will continue moving northeastward and pass close or directly over the Babuyan Islands between noon and afternoon, and near Batanes by late Friday.
PAGASA said Emong is likely to remain a typhoon during its second landfall, although a slight weakening is possible due to land interaction.
A gradual weakening trend is expected as it moves farther north.
Wind signals
Tropical Cyclone Wind Signal No. 4 remains in effect over the southwestern portion of La Union (Bangar, Luna, Balaoan, Bacnotan, San Juan, City of San Fernando, Bauang, Caba, Aringay, Agoo, Santo Tomas), western portion of Ilocos Sur (Santa Lucia, Santa Cruz, Tagudin), and northern portion of Pangasinan (Agno, Bani, Bolinao, Anda, City of Alaminos, Burgos, Dasol, Mabini, Sual).
Significant to severe impacts from typhoon-force winds are likely in these areas.
Signal No. 3 is also in effect over the southern portion of Ilocos Norte (Laoag City, San Nicolas, Sarrat, Dingras, Solsona, Nueva Era, City of Batac, Marcos, Paoay, Currimao, Banna, Pinili, Badoc), the rest of Ilocos Sur, the rest of La Union, central portion of Pangasinan (Lingayen, Bugallon, Infanta, Dagupan City, San Fabian, Binmaley, Labrador, Sison, Pozorrubio, San Jacinto, Mangaldan, Calasiao, Santa Barbara, Mapandan, San Carlos City, Aguilar), Abra, western portion of Mountain Province (Besao, Tadian, Sagada, Bauko), western portion of Benguet (Sablan, Kapangan, Mankayan, Tuba, Bakun, Kibungan), and extreme northern portion of Zambales (Santa Cruz).
Moderate to significant impacts from storm-force winds are expected in these areas.

Signal No. 1 remains in effect over the rest of Isabela, the rest of Quirino, the rest of Nueva Vizcaya, northern and central portions of Aurora (Dilasag, Casiguran, Dinalungan, Dipaculao, Maria Aurora, Baler, San Luis), the rest of Nueva Ecija, the rest of Tarlac, western and central portions of Pampanga (Porac, Floridablanca, Angeles City, Mabalacat City, Magalang, Mexico, Bacolor, City of San Fernando, Santa Rita, Guagua, Arayat, Lubao, Santa Ana), northern portion of Bataan (Dinalupihan, Hermosa, Morong), and the rest of Zambales.
Minimal to minor impacts from strong winds are possible in these areas.
Brace for torrential rainfall
Due to Typhoon Emong and the enhanced southwest monsoon (habagat), intense to torrential rains (over 200 millimeters) will prevail over Ilocos Sur, Ilocos Norte, La Union, Pangasinan, Zambales, Abra, Benguet, Bataan, and Occidental Mindoro.
Heavy to intense rainfall (100 to 200 millimeters) will persist in Mountain Province, Ifugao, Pampanga, Cavite, Batangas, Tarlac, and Laguna.
Meanwhile, moderate to heavy rainfall (50 to 100 millimeters) will affect Cagayan, Kalinga, Apayao, Isabela, Nueva Vizcaya, Nueva Ecija, Metro Manila, Bulacan, Rizal, Quezon, Aurora, Quirino, Oriental Mindoro, Palawan, Marinduque, Romblon, Camarines Norte, Camarines Sur, and Albay.
PAGASA advised residents, particularly in low-lying and mountainous areas, to remain vigilant against possible flash floods and landslides.
