President Marcos has assured the public that concerned agencies have been instructed to promptly respond to impacts caused by the continuous rains in Metro Manila and nearby provinces, particularly flooding.

As many areas in Metro Manila and neighboring provinces have been flooded since Monday morning, July 21, Marcos released a two-minute video message late Monday night, telling the public that the government agencies have been directed to keep the people safe.
The President said before he left for the United States, he had already "given instructions to all our agencies to prepare for the flooding caused by the heavy rains."
He said he has instructed the Office of the Civil Defense, departments of Transportation, Health, Science and Technology, Social Welfare and Development, Public Works and Highways, Energy, Interior and Local Government, and all other agencies to "work and coordinate to ensure the safety of our people."
Marcos also assured the people that relief goods are already being delivered to affected areas.
"Ang mga relief goods ay nakahanda na, idine-deliver na doon sa mga area na nangangailangan. Yung mga medical team kasabay na rin no'ng ating mga relief goods at tinitiyak natin na mayroong transportasyon (Relief goods are ready and are already being delivered to areas in need. Medical teams are being deployed alongside the relief goods, and we are ensuring that transportation is available)," he said in his message.
"At siyempre ay tinitiyak natin na may sapat na supply ng tubig, sapat na supply ng kuryente at lahat ito ay para sa pangangailangan ng mga naging biktima nitong pagbaha at at malakas na ulan (And of course, that there is sufficient supply of water and electricity—all to meet the needs of those affected by the flooding and heavy rains)," he added.
The Chief Executive, who is currently in Washington, D.C. for an official visit, urged Filipinos to listen to the advisories from their local government units (LGUs) and the national government.
"Pakisundan lang po para naman matiyak natin na hindi kayo malalagay sa alanganin (Please follow them so that we can ensure your safety)," he said.
"Nandito kami lagi upang magbigay ng lahat ng serbisyo na kailangan sa harap ng hamon ng climate change. Siguraduhin natin mas lalo pang mapapalakas ang kakayahan ng pamahalaan na tumugon sa ganitong klaseng sitwasyon (We are always here to provide every service needed in the face of the challenges of climate change. We make sure to further strengthen the government’s capacity to respond to these kinds of situations)," Marcos vowed.
Marcos has earlier approved the suspension of classes and work in government offices in Metro Manila, Zambales, Bataan, Pampanga, Bulacan, Cavite, Batangas, Rizal, Pangasinan, Tarlac and Occidental Mindoro on July 22.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has reported that two low-pressure areas (LPAs) inside the Philippine Area of Responsibility (PAR) may merge and intensify into a tropical cyclone, which could enhance the southwest monsoon (habagat) and bring torrential rains over parts of the country in the coming days.
