Power distributor Manila Electric Company (Meralco) reported on Tuesday, July 22, that most power outages in Luzon continue to affect customers due to widespread flooding caused by the Southwest monsoon or “habagat.”
As of 10:00 a.m., approximately 118,000 Meralco customers in Metro Manila, Bulacan, and Cavite were still without electricity, with 89 percent of these affected areas remaining submerged in floodwaters

Joe Zaldarriaga, Meralco vice president and head of corporate communications, said these regions have been heavily affected by the ongoing inclement weather. 
Zaldarriaga advised residents to keep all communication devices, such as mobile phones, laptops, and radios, charged and ready for updates during the effects of the southwest monsoon.

Meralco also urged households to adhere to safety measures to prevent electrical accidents. These include switching off the main electrical power switch or circuit breaker, unplugging appliances from wall sockets, removing dirt from the main circuit breaker or fuse, and ensuring all electrical wires are dry.

Meanwhile, the National Grid Corporation of the Philippines (NGCP) assured the public that its transmission facilities are stable despite the prevailing weather conditions.

However, two electric cooperatives (ECs) in Luzon, namely Benguet Electric Cooperative (BENECO) and Abra Electric Cooperative (ABRECO), are still experiencing power fluctuations, with restoration efforts actively underway.

According to the National Electrification Administration, around 1,687 households under these ECs are still undergoing repairs.

As of 9 a.m., power had been restored in 40 out of 41 affected municipalities served by these ECs. The initial estimated cost of damage to EC infrastructure, affecting the franchise areas of BENECO, MOPRECO in Mountain Province, and ZAMECO 2 in Zambales, reached almost ₱1.63 million.
