Motorists may now access 12 national roads that were previously rendered impassable due to the combined effects of tropical storm “Crising” and the southwest monsoon, or “habagat,” while seven other road sections remain either closed or restricted to certain types of vehicles, the Department of Public Works and Highways (DPWH) said on Monday, July 21.
In a situational report, the DPWH Bureau of Maintenance identified four roads that remain impassable due to high water levels, landslides, road cuts, and soil collapse.
These include the Apayao (Calanasan)–Ilocos Norte Road in Tanglagan, Calanasan, Apayao, and the Claveria–Calanasan–Flora–Lasam Road in Barangay Ninoy, Calanasan, Apayao, both of which remain closed due to high water elevation and road cut, respectively.
Kennon Road in Camp 6, Tuba, Benguet, is still not passable due to soil collapse, while Liloy–Siocon Road in Tubongon, Baliguian, Zamboanga del Norte, is closed due to a landslide.
Three other roads remain partially passable, depending on road conditions and vehicle type.
These are the Bigaa–Plaridel via Bulacan and Malolos Road in Barangay Panginay, Balagtas, Bulacan, which is open only to heavy vehicles due to flooding; Bato Bridge along the Amungan–Palauig–Banlog Road in Barangay Bato, Palauig, Zambales, limited to light vehicles as a precaution; and Diokno Highway in Batangas, where only light vehicles are allowed due to a road slip.
A section of the Claveria–Calanasan–Flora–Lasam Road in Barangay Ninoy, Calanasan, Apayao remains impassable due to a road cut following the onslaught of tropical storm “Crising” and monsoon rains. The Department of Public Works and Highways (DPWH) has mobilized equipment and personnel to provide a detour and manage traffic in the affected area. (Photo courtesy of DPWH)
Meanwhile, a total of 12 national roads across five regions have been cleared and reopened following continuous clearing operations.
In the Cordillera Administrative Region (CAR), six road sections are now passable.

Andres Acop–Cosalan Road in Buguias and Atok, Benguet; and a portion of the Mt. Province Boundary–Calanan–Pinukpuk–Abbut Road in Tabuk City, Kalinga.
In Region 2, the San Vicente–Savidiug–Chavayan–Sumonang–Nakanmuan Road in Barangay Chavayan, Sabtang, Batanes, has been reopened.
Two segments of the Iloilo–Antique Road in Region 6 were also cleared—one in Barangay Carit-an, Patnongon, and another in Barangay Abiera, Sebaste, Antique.
In the Negros Island Region (NIR), the Hinigaran–Isabela Road and the Vallehermoso–Canlaon City via Castellana Road, both in Negros Occidental, are now open to motorists.

The DPWH assured the public that its regional and district engineering offices remain on the ground, conducting clearing and maintenance operations to fully restore road access in affected areas.
