Classes suspended in Manila as gutter-deep flooding hits city roads

Classes at all levels in both public and private schools across the City of Manila were suspended on Monday July 21, due to persistent monsoon rains and widespread gutter-deep flooding that affected several major roads in the capital.
The Manila City government made the announcement on Monday morning, citing rising floodwaters and the safety of students and school personnel as its top concern.
It came shortly after the Metropolitan Manila Development Authority (MMDA) released a flood report showing early signs of street-level inundation in several areas.
City officials said they were monitoring water levels in coordination with the MMDA Flood Control Center.
As of 10:27 a.m., MMDA monitoring showed floodwater had begun accumulating across multiple Manila roads.
Along Taft Avenue corner Padre Faura, the water had reached half gutter deep, though still passable to all types of vehicles.
A similar situation was observed from Apacible to Escoda, where the MMDA also recorded half gutter-deep flooding, causing slower traffic but no road closures.
Meanwhile, Roxas Boulevard has gutter-deep flooding at both the P. Ocampo intersection and the UN Avenue service road, although vehicles could still pass through.
Nearby, Quirino Avenue near Guazon Street was also inundated, as was JAS Tayuman northbound, both registering gutter-deep water levels but remaining navigable for motorists.
Similar gutter-deep floods were reported in San Juan City and Quezon City, while España Boulevard and Commonwealth Avenue saw deeper flooding, up to knee-deep in some areas, causing light vehicles to detour.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) warned that rainfall may continue throughout the week.
Authorities urged the public to monitor weather updates, stay indoors when possible, and avoid flood-prone areas.
