Boat flips, 3 fishermen saved in Bataan

Three fishermen were rescued from a fishing boat that capsized off Mariveles in Bataan amid the onslaught of tropical storm “Crising” and the enhanced southwest monsoon (habagat) on Sunday, July 20.
The Philippine Coast Guard (PCG) said it received a report about a half-submerged motorbanca in the vicinity waters of Sitio Marina, Barangay Alas-Asin around 8:30 a.m.
Clinging into the debris of the boat were three fishermen.
The PCG immediately deployed search and rescue personnel from the Coast Guard Sub-Station Mariveles. They conducted surface patrol operation and found the fishermen around 10:30 a.m., leading to their rescue.
They also assisted two local fishermen who were towing the boat to the coastline. The towing operation was completed by 11:10 a.m.
The fishermen were also subjected to a medical checkup.
“All three were successfully rescued and found to be in good physical condition,” the PCG said on Monday, July 21.
Stranded in ports
Meanwhile, the PCG reported that 230 passengers, 91 rolling cargoes, and 12 vessels remained stranded in 18 ports nationwide due to bad weather as of 12 noon Monday. There were also 21 vessels and 54 motorbancas taking shelter in ports.
The affected ports were in the National Capital Region (NCR), Central Luzon, Southern Tagalog, Palawan, Bicol, Western Visayas, Eastern Visayas, and Southern Visayas.
“Part of our preemptive action is to issue a notice to mariners, sea advisory, and travel advisory kung saan hindi po natin pinaglalayag ‘yung mga barko at kung maiita po ito ng ating mga kasamahan sa Coast Guard na hindi conducive ang panahon, kung mayroon pong nakataas na warning signal sa isang area, nagkakansela po ang PCG ng byahe to avert any mishap at sea (Part of our preemptive action is issuing a notice to mariners, sea advisory, and travel advisory where we prohibit vessels from sailing and if our colleagues in the Coast Guard observe that the weather conditions are not favorable or if a warning signal is raised in a certain area, the PCG cancels trips to avert any mishap at sea),” PCG deputy spokesperson Commander Michael John Encina said.
PH Army HADR
The Philippine Army (PA) also conducted humanitarian assistance and disaster relief (HADR) operations amid widespread flooding and damage in various parts of the country.
“HADR teams from various Philippine Army Major Units (PAMUs) have been working closely with local government responders to evacuate residents, distribute emergency relief goods, and conduct road-clearing and damage assessment operations in severely affected areas,” PA spokesperson Col. Louie Dema-ala said.
In Western Visayas and Negros Island, troops from the 3rd Infantry Division were deployed to assist in road-clearing operations and ensure safe access to isolated communities.
In Ilocos Norte, soldiers from the 5th Infantry Division, in coordination with officials from Barangay Elizabeth, Marcos, conducted infrastructure assessments and assisted in evaluating damage to homes and public facilities. The same unit also helped distribute 1,000 food packs to families in Barangay 16, San Nicolas.
Meanwhile, the 8th Infantry Division deployed its Disaster Rescue and Response Unit (DRRU) in Eastern Visayas, with five specialized teams on standby for immediate deployment.
“The Philippine Army remains committed to safeguarding lives and supporting local government units, law enforcement agencies, and disaster response councils in ongoing and future operations—especially as another low-pressure area threatens to intensify rainfall in the coming days,” Dema-ala said.
“These operations are part of a coordinated national response under the direction of the National Disaster Risk Reduction and Management Council (NDRRMC), aiming to deliver fast, effective, and community-focused disaster relief across the archipelago,” he added.
