Bulacan's 12th Sangguniang Panlalawigan holds Inaugural session

A new set of legislators convened the 12th Sangguniang Panlalawigan (SP) at the Senator Benigno S. Aquino Jr. Hall, Provincial Capitol Building in Malolos, Bulacan, on Friday afternoon, July 18.
Vice Governor Alexis Castro served as the presiding officer, led the “12th Sangguniang Panlalawigan Inaugural Session and State of the Province Address,” which was attended by all newly elected and re-elected provincial board members.

Castro stated that the new set of legislators pledged to sustain the quality service and excellent performance demonstrated by the previous 11th Provincial Board.
In his inaugural address, Castro made a call for unity, transparency, and proactive legislation—principles designed to complement the overarching vision of the Provincial Government of Bulacan.
“Tayo po sa Sangguniang Panlalawigan ay may tungkuling higit pa sa pagpasa ng mga batas. Tayo ay dapat maging haligi ng dangal, talino, at malasakit. Ang ating mga ordinansa at resolusyon ay dapat magmula sa puso para sa edukasyon ng kabataan, kaligtasan ng mga lansangan, katiyakan sa kalusugan, at kapakanan ng bawat Pamilyang Bulakenyo,” (“We in the Provincial Council have a role that goes beyond just passing laws. We should be pillars of integrity, intelligence, and compassion. Our ordinances and resolutions should come from the heart—prioritizing the education of the youth, safety of the streets, assurance of health, and the welfare of every Bulakenyo family,”) Castro said. 
He also vowed to hold negligent service providers such as PrimeWater accountable, to stand firm against the harmful impact of online gambling, and to prioritize the rehabilitation of vital infrastructure such as the Marilao Interchange Bridge and Bustos Dam—all in the name of ensuring Bulacan’s safety, welfare, and progress.
Castro commended the achievements of the 11th Sangguniang Panlalawigan, highlighting their notable accomplishments over their three-year term.
He reported the passage of 44 ordinances and 2,910 resolutions, the result of 970 committee hearings and 10 public hearings attended by board members, government officials, experts, and engaged Bulakenyo citizens. With a total of 158 sessions conducted, he emphasized that these efforts reflect a vibrant and active legislature working in close coordination with the provincial government’s executive branch.
Following the inaugural session, Governor Daniel Fernando delivered his State of the Province Address, outlining key programs focused on health, education, livelihood and development, environment and waste management, and flood control.
