The combined effects of tropical storm “Crising” and the southwest monsoon, or “habagat,” rendered six national road sections impassable and limited access to eight others as of Saturday afternoon, July 19, according to the Department of Public Works and Highways (DPWH).
In a situational report released by the DPWH–Bureau of Maintenance, five of the impassable roads were located in Apayao province in the Cordillera Administrative Region (CAR), while one was in Negros Occidental.
The road closures were attributed to high water levels, landslides, soil collapse, and road cuts brought about by continuous rains.
In Apayao, affected sections include portions of the Apayao (Calanasan)–Ilocos Norte Road in Barangay Tanglagan (K0633+535) and the Apayao–Ilocos Norte Road in Barangays Namaltugan (K0639+650 to K0639+670) and Butao (K0655+020 to K0665+070).
Several segments of the Claveria–Calanasan–Flora–Lasam Road were also rendered impassable, specifically in Barangay Eva (K0663+250 to K0663+275), Barangay Ninoy (K0707+750 to K0707+765), and Barangay Namaltugan (K0717+650 to K0717+665).
In the Negros Island Region (NIR), a landslide blocked the Dancalan–Candoni–Damutan Valley Road (S00247NR) in Barangay Gatuslao, Candoni, Negros Occidental, between K0102+500 and K0102+600.

Meanwhile, eight other national road sections were reported as passable only to certain types of vehicles due to partial flooding, landslides, or other minor obstructions.
These included routes across Central Luzon (Region III), Mimaropa (Region IV-B), and NIR.
In Region III, two portions of the Bigaa–Plaridel Road in Barangay Panginay, Balagtas, Bulacan—K0031+0200 to K0031+0300 and K0032+0000 to K0032+0100—were partially submerged and accessible only to light vehicles.
In Zambales, the Amungan–Palauig Road in Barangay Bato (K0217+0403 to K0217+0423) remained open to smaller vehicles.
In Mimaropa, restricted access was noted along the Puerto Princesa North Road in Barangays San Manuel (K0004+700 to K0004+900) and Concepcion (K0067+600 to K0067+650), as well as the Araywan–Berong Puerto Princesa Road (S00037PW) at K0077+000 to K0077+100.
Four road sections in Negros Occidental were likewise under limited access.
These include segments of the Bacolod South Road (S00134NR) between K0057+700 to K0058+100 and K0060+100 to K0060+350, the Jct. Bagonawa–La Castellana–Isabela Road (S00178NR) covering K0073+800 to K0073+950, K0074+100 to K0075+900, and K0077+200 to K0077+900, and the Hinigaran–Isabela Road (S00366NR) from K0059+100 to K0060+000, K0062+800 to K0062+950, and K0065+400 to K0066+100.
Another section of the Bacolod South Road (S00224NR) in Barangay Dancalan, Ilog—from K0096+500 to K0096+700—also remained partially passable.
DPWH Secretary Manuel M. Bonoan said the agency’s quick response teams have been deployed to install warning signs and conduct clearing operations once the weather conditions improve.
As of posting, all other national roads and bridges in the affected regions remain open and passable to all types of vehicles.
