'Crising' intensifies into tropical storm; Signal No. 2 raised over parts of Northern Luzon

Tropical cyclone “Crising” (international name: “Wipha”) intensified from a tropical depression into a tropical storm at 2 a.m. on Friday, July 18, as it moved closer to Northern Luzon, prompting the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) to raise Tropical Cyclone Wind Signal No. 2 over eight areas.
In its 5 a.m. bulletin, PAGASA said the center of Crising was located 335 kilometers east of Echague, Isabela, or 325 kilometers east of Tuguegarao City, Cagayan.
It had maximum sustained winds of 65 kilometers per hour (kph) near the center and gusts of up to 80 kph.
PAGASA said Crising is likely to continue strengthening and may reach severe tropical storm category by Saturday morning or afternoon, July 19.
PAGASA said Signal No. 2 is now in effect over Batanes, Cagayan including Babuyan Islands, the northern and eastern portions of Isabela (Palanan, Ilagan City, Divilacan, Delfin Albano, Quezon, Tumauini, Maconacon, Santa Maria, Cabagan, San Pablo, Santo Tomas, San Mariano, Dinapigue), Apayao, northern portion of Kalinga (City of Tabuk, Balbalan, Pinukpuk, Rizal), northern portion of Abra (Malibcong, Lacub, Lagangilang, Licuan-Baay, Danglas, Lagayan, San Juan, Tineg, La Paz, Dolores), Ilocos Norte, and northern portion of Ilocos Sur (Cabugao, Sinait).
These areas may experience minor to moderate impacts from gale-force winds within the next 24 hours.
Meanwhile, Signal No. 1 has been raised over the rest of Isabela, Quirino, Nueva Vizcaya, the rest of Kalinga, Mountain Province, Ifugao, the rest of Abra, Benguet, the rest of Ilocos Sur, La Union, northern portion of Pangasinan (San Nicolas, Natividad, San Quintin, San Manuel, Tayug, Sison, San Fabian, Pozorrubio, Laoac, Binalonan, San Jacinto, Manaoag, Mangaldan, Dagupan City, Binmaley, Lingayen, Labrador, Sual, City of Alaminos, Bolinao, Anda, Bani, Agno, Burgos, Mabini, Dasol, Calasiao, Santa Barbara, Mapandan, Bugallon), northern portion of Aurora (Dilasag, Casiguran, Dinalungan, Dipaculao, Baler, Maria Aurora), northeastern portion of Nueva Ecija (Carranglan, Pantabangan), Polillo Islands, Camarines Norte, Catanduanes, and northeastern portion of Camarines Sur (Caramoan, Garchitorena, Lagonoy, San Jose, Presentacion, Tinambac, Siruma, Goa).
Areas under Signal No. 1 may experience minimal to minor impacts from strong winds.
As of Friday morning, the storm is moving northwest at 20 kph.
PAGASA said Crising is expected to continue moving northwestward and could make landfall over either mainland Cagayan or the Babuyan Islands this afternoon or evening.
It is expected to cross extreme Northern Luzon before exiting the Philippine Area of Responsibility by Saturday afternoon.
PAGASA warned that moderate to torrential rainfall may prevail over the next few days due to Crising and the enhanced southwest monsoon, or “habagat.”
On Friday, torrential rainfall exceeding 200 millimeters (mm) is expected in Cagayan, Isabela, Apayao, and Ilocos Norte.
Heavy to intense rainfall between 100 and 200 mm is forecast in Batanes, Ilocos Sur, Benguet, Kalinga, Abra, Quirino, La Union, Aurora, Quezon, Camarines Norte, Camarines Sur, Palawan, Occidental Mindoro, Iloilo, Guimaras, Antique, and Negros Occidental.
Moderate to heavy rainfall ranging from 50 to 100 mm is expected in Pangasinan, Nueva Vizcaya, Mountain Province, Ifugao, Albay, Sorsogon, Masbate, Catanduanes, Metro Manila, Zambales, Bataan, Tarlac, Pampanga, Nueva Ecija, Bulacan, Rizal, Cavite, Batangas, Laguna, Oriental Mindoro, Marinduque, Romblon, Aklan, Capiz, Negros Oriental, and Zamboanga del Norte.
On Saturday, heavy to intense rains are expected in Ilocos Norte, Apayao, Batanes, Cagayan, Kalinga, Mountain Province, Abra, Benguet, Ilocos Sur, La Union, Pangasinan, Zambales, Bataan, Cavite, Batangas, Occidental Mindoro, and Antique.
Moderate to heavy rainfall will persist in Ifugao, Isabela, Nueva Vizcaya, Metro Manila, Tarlac, Pampanga, Nueva Ecija, Bulacan, Rizal, Quezon, Laguna, Palawan, Oriental Mindoro, Romblon, Marinduque, Aklan, Capiz, Iloilo, Guimaras, Negros Occidental, and Negros Oriental.
On Sunday, July 20, heavy to intense rainfall is expected to prevail over Zambales, Bataan, and Occidental Mindoro.
Moderate to heavy rains may affect Ilocos Norte, Ilocos Sur, Metro Manila, La Union, Pangasinan, Tarlac, Pampanga, Bulacan, Cavite, Batangas, Rizal, Laguna, and Oriental Mindoro.
PAGASA advised residents in affected areas to remain vigilant and take necessary precautions against flooding and landslides, particularly in low-lying and mountainous communities.
